' is hereby amended to read: <br /> E. Parking shall not be permitted in front of any building <br /> which has alley access to the rear, unless specifically <br /> authorized by the Planning Director due to severe <br /> limitations caused by the slope of the property. Under such <br /> circumstances, parking may be located between a building and <br /> a front property line provided that it does not occupy any <br /> portion of a required front setback area and that it is <br /> screened from direct view by a landscaped front yard, which <br /> may include fencing in combination with landscaping to <br /> provide an effective and attractive visual screen between <br /> the street and parking area. The height of any such fence <br /> shall not exceed four (4) feet. <br /> SECTION 10: <br /> Subsection 15. 110.D. 2 of Ordinance No. 1671-89 , which reads: <br /> 2 . Except for developments within the area indicated on Map <br /> No. 21-1, multiple family developments containing more than <br /> twenty (20) dwellings units shall provide the on-site <br /> recreation facilities required by this Section. Multiple <br /> family dwelling developments which are built in phases of <br /> less than twenty dwelling units shall provide on-site <br /> recreation facilities for each phase or shall provide the <br /> total amount of recreation facilities required for the <br /> development in the first phase of construction. <br /> is hereby amended to read: <br /> 2 .
