Landscape areas <br /> located in off-street parking areas shall not be given <br /> credit for satisfying on-site opne space requirements. Open <br /> space areas for multiple family developments on lots which <br /> contain environmentally sensitive areas shall be provided <br /> within those portions of the lot which are not <br /> environmentally sensitive unless otherwise aproved by the <br /> Ij Planning Director pursuant to Subsection 15. 110. <br /> SECTION 8: <br /> , Subsection 15. 090.D of Ordinance No. 1671-89, which reads: <br /> D. Parking may be located between a building and a side lot <br /> line which is not a street side lot line provided it is not <br /> located within the required front yard setback area and is <br /> screened from direct street view by fencing and/or <br /> landscaping. The parking area shall be separated from the <br /> side property line by a solid fence at least five (5) feet <br /> 11 in height above the grade of the parking lot. As as <br /> alternative to the screening fence, the applicant may <br /> provide landscaping which provides and maintains an adequate <br /> visual screen of the parking area from adjoining <br /> residentially zoned properties and streets. <br /> is hereby amended to read: <br /> D. Parking shall not be permitted in front of any building <br /> which has alley access to the rear, or on the street side of <br /> a building if a corner lot, unless specifically authorized <br /> by the Planning Director due to severe limitations caused by <br /> i� the slope of the property. Under such circumstances, <br /> parking may be located between a building and a front <br /> 'I property line provided that it does not occupy any portion <br /> of a required front setback area and that it is screened <br /> from direct view by a landscaped front yard, which may <br /> include fencing in combination with landscaping to provide <br /> an effective and attractive visual screen between the street <br /> and parking area.
