Ordinance No . 1714-90 An ordinance creating the special construction fund No. 390 entitled "Library Construction Fund" , and authorizing funding for the renovation and addition to the main library, including parking and stair tower, and design and construction of a branch library and repealing Ordinance No . 1649-89 passed on October 15 , 1989 . WHEREAS , on May 19 , 1987 , the voters of the City of Everett approved Proposition No . 2 , Library Improvement Levy; and WHEREAS , that levy allows Everett to increase its regular property tax levy in 1988 through 2007 by a rate not to exceed $0 . 228 per thousand of assessed valuation to provide $6 , 440 , 000 plus the cost of borrowing such amount for up to 20 years , as specified in Ordinance No . 1345-87 ; and WHEREAS , the stream of proceeds from that levy will not begin to be available until 1989 ; and WHEREAS, Library Services and Construction Act grants have been awarded toward construction of the branch library and main library; and WHEREAS , it is in the public interest to provide improved library services as soon as possible; NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT : Section 1 : The special construction fund is hereby established as Fund No. 390 , titled "Library Construction Fund" , and will be used to accomplish the action authorized in subsequent sections of this ordinance . Section 2 : The total estimated cost of library projects herein authorized in section 3 is $10 , 677 , 7027 which will include all related costs for design, construction, contract administration, and their associated costs . Section 3 : This ordinance shall authorize planning , designing , renovating and constructing an addition to the main library, with related parking , stairs and elevator; and planning and constructing a branch library. Section 4 : The Library Director is hereby given the responsibility of conducting all tasks outlined in section 3 above. Section 5 : The sum of $ 10 , 677 , 702 is hereby appropriated to Fund No. 390 "Library Construction Fund" , as follows: A. Program 921 $ 1 , 138 , 273 Evergreen Branch Library 1 . To prepare site and construct the Evergreen Branch, including landscaping and parking, furniture , and equipment. 2 . To pay a proportionate share of building consultant and architectural fees .
