To underground utilities on the block and <br /> comply with 555 Ordinance provisions . <br /> Section 6 : The Sources of funds for this appropriation shall <br /> be: <br /> Increase in Property tax <br /> Branch 1 , 065 , 400 <br /> Main Library 5 . 374 . 600 <br /> 6 , 440 , 000 <br /> C . I .P. Revenue 481 , 000 <br /> General Obligation Bonds 2 , 756 , 250 <br /> Real Estate Excise Tax 765 , 579 <br /> Library Services and Construction <br /> Act Grants - Branch 72 , 873 <br /> Main Library 162 . 000 <br /> TOTAL $ 10 , 677 , 702 <br /> The funding from property taxes will not exceed <br /> $6 , 440 , 000 plus the cost of borrowing for up to 20 <br /> years. <br /> Section 7 : If these sources are augmented by private <br /> donations , project expenditures may increase a <br /> like amount . <br /> Section 8 : The Treasurer of the City of Everett is hereby <br /> authorized to obtain interim financing at a <br /> reasonable rate of interest to satisfy project <br /> costs from bond funding not to exceed $ 8 , 130 , 850 <br /> ( $5 , 374 , 600 + 2 , 756 , 250 ) . The interim financing <br /> may be in any form permitted by law. Interim <br /> financing liabilities shall be paid by the <br /> Treasurer as soon as permanent financing monies <br /> from property tax levies are received. <br /> Section 9 : The appropriation shall not lapse but shall carry <br /> forward from year to year until fully expended or <br /> the purpose has been accomplished or abandoned <br /> without the necessity of reappropriation as per <br /> RCW 35 . 33 . 151 . <br /> Section 10 : Severability. If any provision of this Ordinance <br /> should be declared unconstitutional or invalid by <br /> any court of competent jurisdiction, it should be <br /> conclusively presumed that this Ordinance would <br /> have been enacted without the provision so held <br /> unconstitutional or invalid and the remainder of <br /> this Ordinance should not be affected as a result <br /> of said part being held unconstitutional or <br /> invalid. <br />
