1°1qP,111/0..`-... <br /> RESOLUTION NO. 6922 <br /> A Resolution Accepting Everett Community College's submittal of a draft master plan as <br /> satisfying the requirement of Condition No. 7 of Ordinance No. 3089-08, subject to <br /> further review as part of the college subarea planning process <br /> WHEREAS, the City Council finds the following: <br /> 1. The City Council adopted Ordinance No. 3089-08 on August 20, 2008, expanding and <br /> amending the Everett Community College (ECC) master plan in the context of an <br /> Institutional Overlay Zone. <br /> 2. Condition No. 7 of Section 2 of Ordinance No. 3089-08 requires submittal of an updated <br /> master plan for the ECC campus by the end of 2015. <br /> 3. ECC has provided an updated draft master plan to the City as required by the ordinance. <br /> 4. Since the adoption of Ordinance No. 3089-08, Washington State University (WSU) has <br /> established a presence in Everett on property within the ECC master plan located on the <br /> east side of Broadway with the construction of a new building for WSU programs and the <br /> University Center consortium. <br /> 5. It was not possible in 2008 to anticipate that WSU would have established programs and <br /> plans for facilities in Everett. <br /> 6. WSU's presence in close proximity to ECC creates the need to address possible land use <br /> changes and potential impacts on the surrounding neighborhood. <br /> 7. The City has recently adopted its 2015-2035 update to the comprehensive plan, which <br /> identifies the need for a subarea planning process for the college district and surrounding <br /> area. <br /> 8. The information in the draft revised ECC master plan will be useful in the subarea <br /> planning process the City will initiate in January, 2016. <br /> 9. As part of the subarea planning process, City staff can prepare an ordinance amending the <br /> Institutional Overlay Zone with revisions to the ECC master plan that are consistent with <br /> the outcomes of the subarea planning process. <br /> WHEREAS,the City Council concludes the following: <br /> 1. It is preferable to delay separate action on the ECC master plan revision in order to <br /> incorporate the information from the draft master plan into the subarea planning process <br /> to be initiated in January, 2016. <br /> 1 <br />
