1 <br /> b. Organize itself, establish committees or subcommittees to <br /> 2 proceed with undertaking activities of the Commission; and <br /> 3 c. Establish its own procedures. <br /> 4 <br /> Section 3: Meetings and Staff. <br /> 5 <br /> Meetings of the Commission, the minutes of its proceeding, and its <br /> 6 <br /> findings/recommendations shall be open to the public. <br /> 7 <br /> The City will provide Staff and meeting facilities for the Commission <br /> 8 <br /> and maintain its records. A member may be removed from office who is absent <br /> 9 <br /> without excuse for three (3) consecutive Committee meetings. <br /> 10 <br /> Section 4: Severability. <br /> 11 <br /> Should any section, subsection, paragraph, sentence, clause or phrase <br /> 12 <br /> of this ordinance or its application to any person or situation be declared <br /> 13 <br /> unconstitutional or invalid for any reason, such decision shall not affect <br /> 14 <br /> the validity of the remaining portions of this ordinance or its application <br /> 15 <br /> to any other person or situation. The City Council of the City of Everett <br /> 16 <br /> hereby declares that it would have adopted this ordinance and each section, <br /> 17 <br /> subsection, sentence, clause, phrase or portion thereof irrespective of the <br /> 18 <br /> fact that any one or more sections, subsections, sentences, clauses, phrases <br /> 19 <br /> or portions be declared invalid or unconstitutional . <br /> 20 <br /> Section 5: Public Purpose. <br /> 21 <br /> It is the intent of this ordinance to provide for and promote the <br /> 22 <br /> health, safety and welfare of the general public, and not to create or <br /> 23 <br /> otherwise establish or designate any particular class or group of persons <br /> 24 <br /> who will or should be especially protected or benefited by the terms of this <br /> 25 <br /> ordinance. <br /> 26 <br /> 27 <br /> 28 <br /> 29 <br /> 30 <br /> 31 <br /> 32 <br /> 3 <br />
