• <br /> 1 <br /> a. Providing well informed, community-wide representation on <br /> 2 the Commission that provides a wealth of experience on <br /> children and youth issues; <br /> 3 <br /> b. When pertinent, providing a forum for public comment on <br /> 4 children and youth issues; evaluating and making <br /> recommendations to public comments; <br /> 5 <br /> c. Soliciting assistance of experts and others with knowledge <br /> 6 and/or ideas to contribute to the planning of services for <br /> children and youth; <br /> 7 <br /> d. Advocating on behalf of children/youth via the State and <br /> 8 Federal legislature; <br /> 9 e. Promoting activities and programs that provide recognition <br /> and encouragement to the children and youth of Everett; <br /> 10 <br /> f. Coordinating and networking through the Mayor' s Office with <br /> 11 other governmental jurisdictions and the private sector to <br /> support and implement the Commission's objectives; <br /> 12 <br /> g. Providing an annual report on children/youth services to <br /> 13 the Mayor and City Council ; provide recommendations for <br /> improvement. Assessments shall be shared with public and <br /> 14 private agencies working with Everett children/youth; and <br /> 15 h. Promoting the development of funding for programs and <br /> activities specific to the development of children and <br /> 16 youth; providing that all funding shall be consistent with <br /> all City, State and Federal regulations. <br /> 17 <br /> 18 Section 2: Membership/Authority. <br /> 19 The membership as a whole shall reflect the diversity of the Everett <br /> 20 Community. A quorum shall be fifty-one percent (51%) of the current <br /> 21 appointments and shall reflect a broad range of experience, opinion, and <br /> 22 expertise with the objective of providing sound advise representative of the <br /> 23 City of Everett. The Commission shall consist of up to eleven (11 ) members <br /> 24 with a minimum of four (4) youth who are under the age of twenty-one (21 ) at <br /> 25 the time of appointment. <br /> 26 All appointments to the Commission shall be made by the Mayor and shall <br /> 27 be in accordance with Article V of the City Charter. The Mayor may appoint <br /> 28 members to fill unexpired terms. <br /> 29 The Commission shall have the authority to: <br /> 30 <br /> a. Select one (1 ) member as chair for a term of one (1 ) year. <br /> 31 No person shall serve as chair more than three (3) <br /> consecutive years; <br /> 32 <br /> 2 <br />
