1 Section 4: CITY NON-LIABILITY. <br /> 2 A. It is expressly the purpose of this ordinance to provide for and <br /> 3 promote the health, safety and welfare of the general public, and not to <br /> 4 create or otherwise establish or designate any particular class or group of <br /> 5 persons who will or should be especially protected or benefited by the terms <br /> 6 of this ordinance. <br /> 7 B. It is the specific intent of this ordinance that no provision nor <br /> $ term used in this ordinance is intended to impose any duty whatsoever upon <br /> 9 the City or any of its officers or employees, for whom the implementation or <br /> 10 enforcement of this ordinance shall be discretionary and not mandatory. <br /> 11 C.
