• t' 1 ORDINANCE NO. /6e,.-- o 2 AN ORDINANCE establishing the Office of Neighborhoods; providing 3 for appointment and prescribing duties of a director thereof; creating the Office of Neighborhoods fund; and 4 creating the Council of Neighborhoods. 5 6 THE CITY OF EVERETT DOES ORDAIN: 7 Section 1 : Office Established. There is hereby established the Office 8 of Neighborhoods. The Office of Neighborhoods shall be affiliated with the 9 Mayor's Office for the purpose of providing technical and leadership 10 assistance to geographical and informational areas within the City which 11 areas meet the guidelines as established by the Director of the Office of 12 Neighborhoods. Such areas shall hereinafter be referred to as 13 "neighborhoods." 14 Section 2: Objectives. In establishing the Office of Neighborhoods, 15 the City Council , Office of the Mayor and citizens seek to achieve the 16 following: 17 A. To create a positive working relationship between the City and 18 its neighborhoods in order to assist in providing the neighborhoods with the 19 tools and resources for planning and development which reflect their 20 individual/unique needs and values; 21 B. To design neighborhood plans, regulations and programs to suit 22 the diverse character and development patterns of our City's neighborhoods 23 and to work with City departments towards an integrated planning process; 24 C. To strengthen and coordinate City departments' responses to 25 neighborhood problems and requests for help; 26 D. To foster cooperation and consensus among diverse interests 27 within neighborhoods and to encourage the constructive settlement of 28 disputes involving neighborhood groups, prospective land use applicants and 29 the City; and 30 E. To facilitate communication between neighborhoods regarding 31 common concerns. 32
