1 Section 3: Appointment of Director. The Director of the Office of <br /> 2 Neighborhoods shall be appointed by the Mayor. <br /> 3 Section 4: Director's Duties. Under the supervision of the Mayor, the <br /> 4 Director of the Office of Neighborhoods shall manage the Office of <br /> 5 Neighborhoods in conformance with the City's personnel policies, ordinances, <br /> 6 City Charter and perform the following functions: <br /> 7 A. Provide staff support to the Council of Neighborhoods; <br /> 8 B. Establish, maintain and provide staff support and technical <br /> 9 assistance to existing and newly created neighborhoods; <br /> 10 C. Manage the preparation of the proposed annual budget of the <br /> 11 Office of Neighborhoods, authorize necessary expenditures in accordance with <br /> 12 the annual budget; <br /> 13 D. Establish necessary goals, policies and guidelines; and <br /> 14 E. Carry out such other activities and leadership as shall be <br /> 15 prescribed by the Mayor. <br /> 16 Section 5: Council of Neighborhoods Established. There is hereby <br /> 17 established the Council of Neighborhoods which shall be composed of not to <br /> 18 exceed twenty-five (25) members. The terms of the members shall be in <br /> 19 accordance with Section 5.2 of the Charter of the City. The Council shall <br /> 20 be a duly recognized advisory board pursuant to Chapter 2.76 EMC and shall <br /> 21 be advisory to the Mayor. The responsibilities of the Council shall include <br /> 22 but not be limited to the following: <br /> 23 A. To make recommendations concerning the tools and resources needed <br /> 24 for planning and development of the various neighborhoods; <br /> 25 B. To make recommendations concerning plans, regulations and <br /> 26 programs needed to suit the diverse character and development patterns of <br /> 27 the various neighborhoods; <br /> 28 C. To make recommendations concerning inter-city departmental <br /> 29 responses to neighborhood problems and concerns; <br /> 30 D. To encourage constructive settlement of disputes involving <br /> 31 neighborhood groups, the City and prospective land use applicants; <br /> 32 <br /> 2 <br />
