1 Section 3: Appointment of Director. The Director of the Office of 2 Neighborhoods shall be appointed by the Mayor. 3 Section 4: Director's Duties. Under the supervision of the Mayor, the 4 Director of the Office of Neighborhoods shall manage the Office of 5 Neighborhoods in conformance with the City's personnel policies, ordinances, 6 City Charter and perform the following functions: 7 A. Provide staff support to the Council of Neighborhoods; 8 B. Establish, maintain and provide staff support and technical 9 assistance to existing and newly created neighborhoods; 10 C. Manage the preparation of the proposed annual budget of the 11 Office of Neighborhoods, authorize necessary expenditures in accordance with 12 the annual budget; 13 D. Establish necessary goals, policies and guidelines; and 14 E. Carry out such other activities and leadership as shall be 15 prescribed by the Mayor. 16 Section 5: Council of Neighborhoods Established. There is hereby 17 established the Council of Neighborhoods which shall be composed of not to 18 exceed twenty-five (25) members. The terms of the members shall be in 19 accordance with Section 5.2 of the Charter of the City. The Council shall 20 be a duly recognized advisory board pursuant to Chapter 2.76 EMC and shall 21 be advisory to the Mayor. The responsibilities of the Council shall include 22 but not be limited to the following: 23 A. To make recommendations concerning the tools and resources needed 24 for planning and development of the various neighborhoods; 25 B. To make recommendations concerning plans, regulations and 26 programs needed to suit the diverse character and development patterns of 27 the various neighborhoods; 28 C. To make recommendations concerning inter-city departmental 29 responses to neighborhood problems and concerns; 30 D. To encourage constructive settlement of disputes involving 31 neighborhood groups, the City and prospective land use applicants; 32 2
