1 E. To make recommendations as to the budget for the Office of <br /> 2 Neighborhoods; and <br /> 3 F. To perform such other advisory tasks as may be prescribed by the <br /> 4 Mayor. <br /> 5 Section 6: Contracts Authorized. The Director of the Office of <br /> 6 Neighborhoods is authorized to recommend such agreements including <br /> 7 interdepartmental agreements, consistent with provisions of law and the City <br /> 8 Charter, as she or he deems appropriate for carrying out the <br /> 9 responsibilities, functions and activities of the Office of Neighborhoods. <br /> 10 Section 7: Rule Making Authority. The Director of the Office of <br /> 11 Neighborhoods may establish such rules, procedures and regulations <br /> 12 consistent with this ordinance as may be necessary and proper. <br /> 13 Section 8: Neighborhood Fund. <br /> 14 A. There is hereby established an Office of Neighborhoods within the <br /> 15 General Fund which shall be responsible for neighborhood planning and <br /> 16 assistance purposes and shall be included as part of the regular budget <br /> 17 process. For the initial year of operation, 1990, there is hereby <br /> 18 appropriated a sum of $158,385 to be expended for salaries, benefits, and <br /> 19 all maintenance and operations. <br /> 20 8. Expenditures by the Office of Neighborhoods shall comply with all <br /> 21 applicable provisions of the state constitution, state law, City Charter and <br /> 22 ordinances of the City, and shall be made from appropriations authorized by <br /> 23 the Council . <br /> 24 C. The Finance Director will provide City budget information in a <br /> 25 format which segregates expenditures for block grant, capital and general <br /> 26 budgets consistent with the City's accounting and budgeting procedures. <br /> 27 Section 9: Severablility. Should any section, subsection, paragraph, <br /> 28 sentence, clause or phrase of this ordinance or its application to any <br /> 29 person or situation be declared unconstitutional or invalid for any reason, <br /> 30 such decision shall not affect the validity of the remaining portions of <br /> 31 this ordinance or its application to any other person or situation.
