Detailed Drawings: For each phase, detailed drawings <br /> in accordance with City Design and Construction <br /> Standards shall be submitted to the Public Works <br /> Department showing site parking layout, landscaping, <br /> utilities, storm drainage, temporary construction <br /> erosion control, and all required improvements in the <br /> public right-of-way. Public Works Department <br /> approval of these drawings is required prior to any <br /> permits being issued. All improvements shall be <br /> completed, approved, and/or appropriate assurance <br /> devices provided before the occupancy permit is <br /> issued. <br /> ( b. Survey Information: The construction plans must be <br /> designed from a site survey performed by a licensed <br /> State of Washington Land Surveyor. <br /> c. Water: A looped connection must be provided between <br /> the existing 8-inch watermain at the north property <br /> line in the Plat of Edgemoor Heights to the existing <br /> 12-inch watermain located in Merrill Creek Parkway. <br /> d. Sewer: On-site sewers must be connected to the <br /> existing 8-inch sanitary sewer main at the north <br /> property line, and into the existing 12-inch sanitary <br /> sewer main in Merrill Creek Parkway. <br /> e. Utility Charges: Special charges for connection to <br /> the utility systems in accordance with Ordinance <br /> 1171-85 are applicable. The actual cost shall be <br /> computed by the Building Department per the ordinance <br /> in effect at the time and according to the <br /> information provided on the approved plans on the <br /> date of permit issuance. <br /> f. Stormwater Drainage: <br /> 1. Detailed drainage plans must be submitted with <br /> the soils studies at time of submittal for future <br /> SEPA environmental reviews. Detailed plans must <br /> be approved by the Public Works Department prior <br /> to issuance of any permits. <br /> 2 . Where the Public Works Department determines <br /> infiltration/retention is feasible based on the <br /> soils analyses, it shall be provided. Where <br /> infiltration is infeasible, on-site stormwater <br /> detention shall be provided. <br /> 3 . Discharge of stormwater to the wetlands and <br /> streams must be made through surface pipes <br /> carried over the slopes to release points near, <br /> but upslope, of the streams. No drains shall <br /> outlet on or near the slope faces. Energy <br /> dissipation devices shall be installed at the <br /> outlets to control the velocity of water leaving <br /> the structure to prevent stream degradation and <br /> erosion. No heavy equipment is permitted within <br /> areas with slopes of more than 25 percent. <br /> 4 . All stormwater must be routed through grass <br /> lined swales prior to discharge into the streams <br /> 13 <br />
