or wetlands. Swales must be constructed per City Design Standards. 5. Retention and detention ponds, biofiltration swales and infiltration systems must be located away from the steep sloped areas. Locations of these facilities must be analyzed in the detailed soils/geotechnical studies for each phase. 6. A two year guarantee is required for private retention/detention or other drainage treatment/abatement facilities serving areas larger than one acre. g. General: 1. Utility easements to abutting property will be required as this site and neighboring sites develop in this area as required by the Public Works Department. 2 . On-site watermain will be staked within an easement to the City. The easement will be submitted to the City prior to issuance of any permits for the phase. 3 . Sewer and water mains are required to be constructed to City Design and Construction Standards. 4 . The street, sewer, water, and storm drainage systems are required to be constructed prior to final plat approval or performance guarantees are required. h. Underground Utilities 1. All power lines, telephone wires, television cables, fire alarms systems, and other communication wires, cables, or lines shall be placed in underground location either by direct burial or by means of conduit or ducts. 2. All such underground installations or systems shall be approved by the appropriate utility company and shall adhere to all governing applicable regulations including but not limited to the City and State applicable regulations and specific requirements of the appropriate utility. 3 . Nothing in this section shall apply to power lines carrying a voltage of 15 KV or more, nor shall it be construed to prohibit the placement of padmounted transformers, terminal pedestals or other electrical and communications devices above ground, as determine by the appropriate utility involved. ON-SITE VEHICLE AND PEDESTRIAN ACCESS/CIRCULATION a. Pedestrian Circulation: An on-site sidewalk system for the entire site shall be provided in conformance with the approved master site plan (Exhibit C) . The detailed site plans submitted for each phase must show the location of the on-site sidewalk and the locations must be reviewed and approved by the Planning Department. The sidewalk system shall be a minimum four foot wide concrete sidewalk in a location approved by the Planning Department. The 14
