• <br /> • <br /> • <br /> • <br /> • <br /> • <br /> 1 ORDINANCE NO. /V70'- <br /> 2 <br /> i '7O 2 <br /> AN ORDINANCE establishing an interim traffic mitigation policy <br /> 3 for the City of Everett. <br /> 4 <br /> WHEREAS, the City Council finds that due to substantial commercial , <br /> 5 <br /> industrial and residential growth and development in Everett and its <br /> 6 <br /> neighboring communities that severe traffic impacts have been placed upon <br /> 7 <br /> the existing transportation system; and <br /> 8 <br /> WHEREAS, the City Council finds that traffic generated by growth and <br /> 9 <br /> development may impact the transportation system at some distance from the <br /> 10 <br /> proposed development; and <br /> 11 <br /> WHEREAS, the City Council finds that in accordance with the City's <br /> 12 <br /> Environmental Policy Ordinance, Ordinance No. 1348-87, and the State <br /> 13 <br /> Environmental Policy Act (together hereinafter referred to as "SEPA" ) that <br /> 14 <br /> the City's adopted transportation policy requires that development be <br /> 15 <br /> permitted in areas where there is sufficient capacity to provide safe and <br /> 16 <br /> efficient traffic flow or where adequate traffic improvements will be <br /> 17 <br /> provided in conjunction with the development; and <br /> 18 <br /> WHEREAS, the City Council finds that the demands being placed upon the <br /> 19 <br /> existing transportation system as a result of this growth and development <br /> 20 <br /> have resulted in a deterioration in efficient traffic flow on many City and <br /> 21 <br /> County streets and State highways; and <br /> 22 <br /> WHEREAS, the City Council finds that, as a result of increases in <br /> 23 <br /> traffic volumes in the City, as efficient traffic flow deteriorates, the <br /> 24 <br /> resulting congestion will substantially and negatively impact the quality of <br /> 25 <br /> life and the environment in the City and its surrounding areas; and <br /> 26 <br /> WHEREAS, the City Council finds that the demands being placed upon the <br /> 27 <br /> current transportation system make it difficult for further development to <br /> 28 <br /> comply with the City's adopted SEPA transportation policy; and <br /> 29 <br /> WHEREAS, the City Council finds that short and long-term traffic <br /> 30 <br /> mitigation and funding measures must be developed and implemented by the <br /> 31 <br /> City to enable the City to comply with its adopted SEPA transportation <br /> 32 <br /> policy; and <br />
