• <br /> 1 WHEREAS, the City Council finds that the City is currently developing a <br /> 2 computer traffic model which will act as the framework for measuring traffic <br /> 3 impacts and developing mitigation measures; and <br /> 4 WHEREAS, the City Council finds that until such time as said traffic <br /> 5 model is completed and a formal traffic mitigation ordinance is adopted, <br /> 6 terms and conditions for traffic mitigation will have to be established to <br /> 7 mitigate the impacts resulting from the proposed developments; and <br /> 8 WHEREAS, the City Council finds that where contributions from <br /> 9 developers to the City for the purpose of mitigating traffic impacts may be <br /> 10 an appropriate method for generating funds to mitigate development-related <br /> 11 traffic impacts, the amount set forth in this ordinance to be assessed on a <br /> 12 per development trip basis is based on the best data available and is <br /> 13 reasonable; and <br /> 14 WHEREAS, the City Council finds that by relating the interim traffic <br /> 15 mitigation policy to SEPA that there exist traffic impacts generated by SEPA <br /> 16 exempt projects which will not be addressed by this policy; and <br /> 17 WHEREAS, the City Council finds that the traffic impacts generated by <br /> 18 SEPA exempt projects are relatively de minimus when compared to projects <br /> 19 which are subject to SEPA; and <br /> 20 WHEREAS, the City Council finds that all development projects subject <br /> 21 to SEPA, regardless of size, have a cumulative impact on the transportation <br /> 22 system which must be mitigated; and <br /> 23 WHEREAS, the City Council finds that these cumulative impacts on the <br /> 24 transportation system are difficult at this time to accurately measure; and <br /> 25 WHEREAS, the City Council finds that an assessment in the amount of <br /> 26 Eighty Dollars ($80) per daily trip for each development actually <br /> 27 understates the cumulative effect of the impact; and <br /> 28 WHEREAS, the City Council finds that on an interim basis SEPA is the <br /> 29 most responsible and efficient tool for evaluating and addressing the <br /> 30 traffic impacts generated by the majority of developments within the City; <br /> 31 and <br /> 32 <br /> 2 <br />
