• <br /> • <br /> 1 ordinance. The analysis shall include impacts for the year the development <br /> 2 is proposed to be completed and a future (5 year) horizon year, currently <br /> 3 1995. This analysis shall be paid for by the project proponent, and shall <br /> 4 be prepared by a licensed professional engineer with standing in the <br /> 5 Institute of Transportation Engineers. <br /> 6 Section 4: The study area for the analysis shall include all of the <br /> 7 transportation system which meets any or all of the following criteria <br /> 8 (note: the study area shall not be limited to the Everett City limits and <br /> 9 shall examine County and State roadways if impacted by the development): <br /> 10 A. The trips projected to use a particular facility equal or exceed <br /> 11 fifty (50) or more additional (new) peak hour (inbound and outbound) trips; <br /> 12 and <br /> 13 B. The trips projected to use a particular facility equal or exceed <br /> 14 twenty (20) percent of the existing daily trips, in either one or both <br /> 15 directions, using that facility. <br /> 16 Section 5: The base traffic for the analysis shall include existing <br /> 17 traffic plus traffic generated by any project approved under SEPA, or any <br /> 18 proposed project currently under review by the City. A four (4) percent <br /> 19 background growth factor compounded annually shall be assumed. <br /> 20 Section 6: The analysis shall examine the effects on the existing <br /> 21 transportation system, and shall not assume improvements proposed in earlier <br /> 22 studies would have been built unless said improvements are under <br /> 23 construction. <br /> 24 Section 7: The analysis shall identify the transportation system <br /> 25 improvements necessary and shall include the estimated cost to construct the <br /> 26 transportation system improvements needed to return transportation <br /> 27 facilities impacted by the development back to a level of service "D" as <br /> 28 described in the critical movement analysis for planning application as <br /> 29 described in the National Transportation Research Circular No. 212, January, <br /> 30 1980. The analysis shall also include the percentage of development trips <br /> 31 to total trips on each facility requiring mitigation. <br /> 32 <br /> 4 <br />
