• <br /> • <br /> 1 WHEREAS, the City Council finds that the adoption of interim <br /> 2 transportation guidelines will provide the City's Traffic Engineer and SEPA <br /> 3 Responsible Official with direction in implementing the City's identified <br /> 4 SEPA policy for transportation during this interim period; and <br /> WHEREAS, the City Council finds that the City, County and other local <br /> 6 jurisdictions should work together to coordinate their efforts to provide <br /> 7 for traffic mitigation; and <br /> 8 WHEREAS, the City Council finds that this ordinance is necessary for <br /> 9 the immediate preservation of public peace, health and safety, and the <br /> 10 public welfare; <br /> 11 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 12 Section 1 : This ordinance is adopted as a policy under SEPA and is to <br /> 13 be used on an interim basis by the City for the purpose of implementing its <br /> 14 SEPA transportation policy. This ordinance enables the City to identify <br /> 15 significant adverse environmental impacts to the transportation system and <br /> 16 where such impacts may be reasonably mitigated by improvements to the <br /> 17 transportation system, to provide a methodology of fairly distributing the <br /> 18 costs of transportation system improvements in accordance with the impacts <br /> 19 resulting from proposed developments. <br /> 20 Section 2: This ordinance shall be considered an interim measure, and <br /> 21 within the shortest time possible the City Administration is hereby directed <br /> 22 to develop a comprehensive traffic mitigation ordinance and such other <br /> 23 traffic mitigation ordinances needed to address short and long-term <br /> 24 mitigation and funding measures. <br /> 25 Section 3: Whenever in the opinion of the City Traffic Engineer a <br /> 26 proposed development, or other action subject to SEPA, will generate fifty <br /> 27 (50) or more additional (new) peak hour (inbound and outbound) trips to and <br /> 28 from the site, said fifty (50) trips shall constitute a significant adverse <br /> 29 impact which must be mitigated and the Responsible Official or his/her <br /> 30 designee as part of the SEPA review shall be provided by the project <br /> 31 proponent a written traffic impact analysis in accordance with this <br /> 32 <br /> . 3 <br />
