1 the licensee has failed to maintain in full force and effect the insurance <br /> 2 required in this ordinance or has operated or permitted the operation of a <br /> 3 tow truck by an unlicensed driver or by a driver whose license has been <br /> 4 suspended. <br /> 5 E. Within ten (10) days following revocation or suspension of any <br /> 6 license issued pursuant to this ordinance, or within ten (10) days following <br /> 7 the denial of any license regulated by this ordinance, an appeal may be <br /> 8 filed with the City Council . Upon the receipt of such notice, the licensee <br /> 9 shall be afforded a hearing before the City Council after reasonable notice <br /> 10 has been given. Said appeal shall be in writing and addressed to the City <br /> 11 Council , "ATTENTION: City Clerk." Notice of the time and date of such <br /> 12 appeal hearing shall be given by delivering a copy of the notice to the <br /> 13 holder of the license or by mailing a copy thereof to the holder at his last <br /> 14 address as shown by the City Clerk 's license records which notice shall be <br /> 15 mailed or delivered at least five (5) days before the date fixed for the <br /> 16 hearing. The City Council shall , within thirty (30) days after the <br /> 17 conclusion of such hearing, issue a decision as to the revocation, <br /> 18 suspension or denial . Such decision of the City Council shall be final and <br /> 19 conclusive as of the date set forth in the decision, unless within fifteen <br /> 20 (15) days from the effective date of the City Council 's order an aggrieved <br /> 21 person or persons obtain a writ of certiorari from the Superior Court of <br /> 22 Washington for Snohomish County for purpose of review of the action taken. <br /> 23 It is unlawful for any person whose license has been revoked or <br /> 24 suspended, to keep the license issued to him/her in his/her possession or <br /> 25 under his control , and the same shall immediately be surrendered to the City <br /> 26 Clerk. When revoked, the license shall be cancelled, and when suspended the <br /> 27 City Clerk shall retain the same during the period of suspension. <br /> 28 Section 8: MINIMUM EQUIPMENT REQUIREMENT. <br /> 29 Tow trucks shall be so equipped as to meet the following minimum <br /> 30 requirements for the towing of vehicles. Towed vehicles shall be towed by <br /> 31 either sling and/or cables, and be secured to the tow truck by means of a <br /> 32 <br /> 6 <br />
