ARTICLE 2 - PURPOSE <br /> 2.1 General. <br /> 2.1.1 The purpose of this Agreement is to increase the general effectiveness of the Police <br /> Department and to maintain harmonious relations between the City and members of <br /> the EPMA bargaining unit, and, further, to promote the morale and protect the rights <br /> and privileges, well-being and security of EPMA unit members.
