i <br /> CITY OF EVERETT PUBLIC WORKS <br /> SPECIAL PROVISIONS <br /> DOCUMENT 00 22 13 —SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br /> 1.1 GENERAL <br /> A. It is the intent of City to award a contract to the lowest responsive and responsible Bidder. <br /> Before award, the Bidder must also meet the supplemental bidder responsibility criteria listed <br /> below. <br /> B. Further,the apparent low Bidder and second apparent low bidder must submit the Bidder <br /> Qualification Statement (DOCUMENT 00 45 13) and any other documentation listed <br /> below to the City within one business day after the bid opening, unless the City's project <br /> manager,in writing, allows additional time. <br /> C. The City reserves the right to require such documentation from other bidders also. <br /> 1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br /> A. Experience <br /> 1. Criteria: <br /> a. The Bidder must have successfully completed at least two (2) of each Similar <br /> Projects, Type 1, Type 2, and Type 3, within the ten (10) years prior to bid <br /> opening. <br /> 2. Definition of Similar Project: <br /> a. There are three types of "Similar Projects", Type 1, Type 2, and Type 3, as <br /> described below. Note that a single project may apply toward more than one <br /> "Type"if it includes the applicable work for that"Type"described below: <br /> 1) Type 1: Included concrete retrofit or new construction of water holding <br /> structures. <br /> 2) Type 2: Steel pipe work with a pipe diameter of 50" or greater. <br /> 3) Type 3: Installing a carrier pipe inside of a casing pipe or tunnel, and <br /> grouting the annular space. <br /> 3. Documentation: <br /> a. The Bidder shall submit the Bidder Qualification Statement as provided in <br /> Document 00 45 13. <br /> b. The City may also use independent sources of information that may be available to <br /> demonstrate whether the Bidder is in compliance with these criteria. <br /> 4. Evaluation: <br /> a. In evaluating whether these criteria are met, the City may check references for the <br /> previous projects and may evaluate the project owner's assessment of the Bidder's <br /> performance, including but not limited to the following areas: <br /> 1) Quality control; <br /> 2) Safety record; <br /> 3) Timeliness of performance; <br /> Portal 1 Replacement June 2017 <br /> WO#UP3602 00 22 13 - 1 <br />
