Staff Report <br /> Snohomish County is the lead agency of a HOME Consortium of which the City is a part. Through an <br /> interlocal agreement the City is allocated 21% of Snohomish County's HOME funding each year. The <br /> Consortium prepares a Consolidated Plan every five years and Annual Action Plan every year. Because <br /> Everett receives Community Development Block Grant(CDBG) funds directly from HUD, the City is <br /> required to prepare a portion of the Consolidated and Action Plans related to the CDBG funding it <br /> receives. Everett's CDBG projects are described in the Everett portions of the Consolidated and Action <br /> Plans. Everett's HOME projects are described in the Snohomish County portions of the Consolidated and <br /> Action Plans. The funding involved in the items below is HOME, therefore the attached resolution asks <br /> the County to amend the Consolidated Plan with respect to the activities described below. <br /> The following projects were two of the projects funded for program year 2015 in resolution 6850 <br /> passed by City Council on May 6, 2015. <br /> 1. Everett Rental Housing Project <br /> This project was funded last year to meet some of the Street Initiative recommendations. The <br /> description of this project,"This project will work with a non-profit to develop short term and/or <br /> long term housing targeted to those who are homeless", was intentionally general to be able to <br /> facilitate housing opportunities as they arise. By federal regulation $227,423 of the allocated <br /> 2013 and 2014 HOME funds for this project must be committed by July 31, 2016. Tenant based <br /> rental assistance (TBRA) is an allowed use for HOME funds (see next page) but was not listed <br /> as one of the ways Everett could use its pass-through HOME funding in the Snohomish County <br /> Consolidated Plan. TBRA funds can logistically/conceivably be committed by July 31, 2016. The <br /> attached resolution recommends Snohomish County amend the Snohomish County Consolidated <br /> Plan to allow HOME funds designated for the City of Everett to be used for TBRA. <br /> 2015 CDBG Funds: $121,950.00 <br /> 2015 2060 Funds: $27,417.00 <br /> HOME Funds: $519,960.00 <br /> Total $669,327.00 <br /> 2. Housing Hope— Kennedy Court Improvements <br /> This project is for rehabilitation of the homes for Housing Hope's Kennedy Court project in <br /> Everett. Opened in 1991, the 8-unit property serves very-low income households that are often <br /> at risk of homelessness.The project calls for the replacement/enhancement of various interior <br /> unit finishes, building envelope preservation upgrades (siding, roofing, and window <br /> replacements), the conversion of a underutilized community room to a common laundry area, <br /> and the redesign/implementation of an upgraded common courtyard area. These activities will <br /> enhance the long-term viability of an asset that meets a high mission/service need for both <br /> Housing Hope and the City of Everett. <br /> During the 2014 program year, two first-time homebuyer contracts expired (Homesight and <br /> Parkview Services) leaving $145,000 of unspent HOME funding.These funds also must be <br /> committed by July 31, 2016. Because the environmental review and underwriting have been <br /> completed for the Kennedy Court project, the additional funds can be committed before July 31, <br /> 2016. Further, it has been determined additional funds are necessary for the rehabilitation of <br /> this valuable resource. The Citizens Advisory Committee for Housing and Community <br /> Development recommends adding the unspent funds to this project. <br /> 2015 HOME Funds: $428,298.00 <br /> Recommended Reallocated HOME Funds: $145,000.00 <br /> TotaI2 <br /> $573,298.00 <br />
