Program 442 $ 2 , 205 , 000 <br /> Museum/Interpretive Center <br /> 1 . To design the museum in conjunction <br /> with the library, parking space , public <br /> stairs , and stair tower as enumerated in <br /> this ordinance . <br /> 2 . To construct the museum/interpretive <br /> center, public meeting rooms , servicing <br /> kitchen, administrative offices , and <br /> supporting spaces . <br /> Section 11 : The sources of funds for this appropriation shall <br /> be : <br /> Councilmanic Bond proceeds $ 2 , 205 , 000 <br /> Section 12 : If this source is augmented by private donations , <br /> project expenditures may increase a like amount . <br /> Section 13 : The Treasurer of the City of Everett is hereby <br /> authorized to obtain interim financing at a <br /> reasonable rate of interest to satisfy project <br /> costs from bond funding not to exceed $ 11 , 401 , 250 <br /> ( 6 , 440 , 000 + 2 , 756 , 250 + 2 , 205 , 000 ) . The interim <br /> financing may be in any form permitted by law. <br /> Interim financing liabilities shall be paid by the <br /> Treasurer as soon as permanent financing monies <br /> from property tax levies are received. <br /> Section 14 : The appropriation shall not lapse but shall carry <br /> forward from year to year until fully expended or <br /> the purpose has been accomplished or abandoned <br /> without the necessity of reappropriation as per <br /> RCW 35 . 33 . 151 . <br /> Section 15 : Severability. If any provision of this Ordinance <br /> should be declared unconstitutional or invalid by <br /> any court of competent jurisdiction, it should be <br /> conclusively presumed that this Ordinance would <br /> have been enacted without the provision so held <br /> unconstitutional or invalid and the remainder of <br /> this Ordinance should not be affected as a result <br /> of said part being held unconstitutional or <br /> invalid. <br />
