� + • . • • • Section 10 : The sum of $ 2 , 205 , 000 is hereby appropriated to fund 390 "Library Construction Fund" , as follows: A. Program 442 $ 2 , 205 , 000 Museum/Interpretive Center 1 . To design the museum in conjunction with the library, parking space , public stairs , and stair tower as enumerated in this ordinance . 2 . To construct the museum/interpretive center, public meeting rooms , servicing kitchen, administrative offices , and supporting spaces . Section 11 : The sources of funds for this appropriation shall be : Councilmanic Bond proceeds $ 2 , 205 , 000 Section 12 : If this source is augmented by private donations , project expenditures may increase a like amount . Section 13 : The Treasurer of the City of Everett is hereby authorized to obtain interim financing at a reasonable rate of interest to satisfy project costs from bond funding not to exceed $ 11 , 401 , 250 ( 6 , 440 , 000 + 2 , 756 , 250 + 2 , 205 , 000 ) . The interim financing may be in any form permitted by law. Interim financing liabilities shall be paid by the Treasurer as soon as permanent financing monies from property tax levies are received. Section 14 : The appropriation shall not lapse but shall carry forward from year to year until fully expended or the purpose has been accomplished or abandoned without the necessity of reappropriation as per RCW 35 . 33 . 151 . Section 15 : Severability. If any provision of this Ordinance should be declared unconstitutional or invalid by any court of competent jurisdiction, it should be conclusively presumed that this Ordinance would have been enacted without the provision so held unconstitutional or invalid and the remainder of this Ordinance should not be affected as a result of said part being held unconstitutional or invalid.
