• <br /> 1 P. "Motor home" means motor vehicles originally designed, <br /> reconstructed, or permanently altered to provide human habitation. <br /> 2 <br /> Q. "Motor vehicle" means every vehicle which is <br /> 3 self-propelled and every vehicle which is propelled by electric <br /> power obtained from overhead trolley wires, but not operated upon <br /> 4 rails. <br /> 5 R. "Motorcycle" means every motor vehicle having a saddle <br /> for the use of the rider and designed to travel on not more than <br /> 6 three wheels in contact with the ground. <br /> 7 S. "Operator" or "driver" means every person who drives <br /> or is in actual physical control of a vehicle. <br /> 8 <br /> T. "Ordinance" means the City's parking regulation <br /> 9 ordinance. <br /> 10 U. "Owner" means a person who has lawful right of <br /> possession of a vehicle by reason of obtaining it by purchase, <br /> 11 exchange, gift, lease, inheritance or legal action whether or not <br /> the vehicle is subject to a security interest and means registered <br /> 12 owner where the reference to owner may be construed as either to <br /> registered or legal owner. <br /> 13 <br /> V. "Park or parking" means the standing of a vehicle, <br /> 14 whether occupied or not, otherwise than temporarily for the <br /> purpose of and while actually engaged in loading or unloading of <br /> 15 property or passengers. <br /> 16 W. "Parking Enforcement Officer" means an employee of the <br /> City of Everett under the direction of the Police Department who <br /> 17 is responsible, along with the City's Police Officers, to enforce <br /> the provisions of this Ordinance. <br /> 18 <br /> X. "Parking Meter" means any mechanical device placed or <br /> 19 erected adjacent to a parking meter space, for the purpose of <br /> regulatory or controlling the period of time of occupancy of such <br /> 20 parking meter space by any vehicle. <br /> 21 Y. "Parking Space" means any space which is duly <br /> designated for the parking of a single vehicle by appropriate <br /> 22 markings on the pavement and/or the curb. <br /> 23 Z. "Passenger Loading Zone" means a place reserved for <br /> the exclusive use of vehicles while receiving or discharging <br /> 24 passengers. <br /> 25 AA. "Planting Strip" means the portion of a highway lying <br /> 26 between the constructed curb or the edge of the roadway and the <br /> property line exclusive of the sidewalk area. <br /> 27 BB. "Police Officer" means a law enforcement officer of <br /> the City of Everett. <br /> 28 <br /> CC. "Registered Owner" means the person whose lawful right <br /> 29 of possession of a vehicle has most recently been recorded with <br /> the Washington State Department of Licensing. <br /> 30 <br /> DD. "Roadway" means that portion of a highway improved, <br /> 31 designed, or ordinarily used for vehicular travel , exclusive of <br /> 32 the sidewalk or shoulder, even though such sidewalk or shoulder is <br /> used by persons riding bicycles. <br /> 6 <br />
