• 1 P. "Motor home" means motor vehicles originally designed, reconstructed, or permanently altered to provide human habitation. 2 Q. "Motor vehicle" means every vehicle which is 3 self-propelled and every vehicle which is propelled by electric power obtained from overhead trolley wires, but not operated upon 4 rails. 5 R. "Motorcycle" means every motor vehicle having a saddle for the use of the rider and designed to travel on not more than 6 three wheels in contact with the ground. 7 S. "Operator" or "driver" means every person who drives or is in actual physical control of a vehicle. 8 T. "Ordinance" means the City's parking regulation 9 ordinance. 10 U. "Owner" means a person who has lawful right of possession of a vehicle by reason of obtaining it by purchase, 11 exchange, gift, lease, inheritance or legal action whether or not the vehicle is subject to a security interest and means registered 12 owner where the reference to owner may be construed as either to registered or legal owner. 13 V. "Park or parking" means the standing of a vehicle, 14 whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of 15 property or passengers. 16 W. "Parking Enforcement Officer" means an employee of the City of Everett under the direction of the Police Department who 17 is responsible, along with the City's Police Officers, to enforce the provisions of this Ordinance. 18 X. "Parking Meter" means any mechanical device placed or 19 erected adjacent to a parking meter space, for the purpose of regulatory or controlling the period of time of occupancy of such 20 parking meter space by any vehicle. 21 Y. "Parking Space" means any space which is duly designated for the parking of a single vehicle by appropriate 22 markings on the pavement and/or the curb. 23 Z. "Passenger Loading Zone" means a place reserved for the exclusive use of vehicles while receiving or discharging 24 passengers. 25 AA. "Planting Strip" means the portion of a highway lying 26 between the constructed curb or the edge of the roadway and the property line exclusive of the sidewalk area. 27 BB. "Police Officer" means a law enforcement officer of the City of Everett. 28 CC. "Registered Owner" means the person whose lawful right 29 of possession of a vehicle has most recently been recorded with the Washington State Department of Licensing. 30 DD. "Roadway" means that portion of a highway improved, 31 designed, or ordinarily used for vehicular travel , exclusive of 32 the sidewalk or shoulder, even though such sidewalk or shoulder is used by persons riding bicycles. 6
