ORDINANCE NO. <br /> /640-41? <br /> 1 <br /> 2 AN ORDINANCE adopting the Model Conservation Standards for <br /> electrically heated and/or conditioned buildings and <br /> 3 amending Ordinance No. 1614-89. <br /> 4 <br /> 5 WHEREAS, the Northwest Power Planning & Conservation Act of 1980 <br /> 6 mandated that conservation be given priority in planning for acquisition of <br /> 7 electrical energy resources; and <br /> 8 WHEREAS, the Northwest Power Planning Council has responded to this <br /> 9 mandate in development and adoption of the Northwest Conservation and <br /> 10 Electric Power Plan by including a requirement that the Model Conservation <br /> 11 Standards contained in the Plan be adopted and enforced; and <br /> 12 WHEREAS, the City Council finds that electric ratepayers and consumers <br /> 13 in the City are protected from the threat of possible electric rate <br /> 14 surcharges imposed by the Bonneville Power Administration by adopting and <br /> 15 enforcing the Model Conservation Standards; and <br /> 16 WHEREAS, the City Council finds that providing Model Conservation <br /> 17 Standards for use in the design and construction of applicable new buildings <br /> 18 and conversions promotes the efficient use of electrical energy in the City; <br /> 19 and <br /> 20 WHEREAS, the City Council has reviewed information concerning the <br /> 21 identification and description of consumer costs attributable to the <br /> 22 provision of conservation components in new residential construction <br /> 23 designed to comply with the Model Conservation Standards; and <br /> 24 WHEREAS, the City Council finds that the Bonneville Power <br /> 25 Administration is prepared to provide funds to the City beginning on the <br /> 26 effective date of this ordinance and terminating no sooner than January 1 , <br /> 27 1992, to reimburse the additional costs to the consumer for the conservation <br /> 28 components attributable to compliance with the Model Conservation Standards <br /> 29 and that such funds will be available for distribution as the City sees fit <br /> 30 to cover consumer costs; and <br /> 31 <br /> 32 <br />
