• • 1 3. Be able to read, speak, and write the English language; 2 4. Must be free from any infirmity of the body or mind 3 which would render the applicant unfit for safe operation of a motor vehicle, must not be found to be 4 addicted to the use of intoxicating liquor, dangerous drugs or narcotics within two years of the date of 5 application, and shall have submitted to a medical examination at the applicant's expense by a licensed 6 physician and filed with the City Clerk a certificate from said physician certifying his fitness as a 7 for-hire driver. Such examination shall be required at least every four (4) years but not for renewals of 8 such license; provided however, the City Clerk may at any time at her/his discretion require any licensee 9 to be so examined and to secure such a certificate or renewal thereof; Any applicant who fails to pass a 10 satisfactory medical examination may be re-examined after thirty days from the date of original 11 examination, and if following such re-examination the certificate herein required is issued, the applicant 12 may be licensed in accordance with the provisions of this ordinance provided all other requirements are 13 met; 14 5. Not have been convicted or forfeited bail to any of the following when it involves crimes pertaining to 15 controlled substances, alcohol , prostitution, gambling, physical violence, or crimes directly 16 related to the applicant's honesty and integrity (such as, but not limited to, fraud, larceny, 17 extortion) or is directly related to the ability or fitness of the applicant to engage in the operation 18 of a for-hire vehicle: 19 a. Felony within ten years preceding date of application; 20 b. Gross misdemeanor or misdemeanor within two 21 years preceding date of application; 22 c. Criminal traffic within one year preceding date of application; 23 d. Traffic infraction within six months preceding 24 date of application; 25 6. Show proof that he is covered by an insurance policy which meets the minimum requirements as set forth in 26 this ordinance; and 27 7. Must successfully complete a written examination administered at the time of initial application and 28 at such other times as required by the City Clerk. The examination will test the applicant's knowledge 29 of the ordinance requirements dealing with fare determination, driver-passenger relations, conduct 30 including the applicant's ability to understand oral and written directions in the English language, 31 vehicle safety requirements and driver regulations, and a satisfactory geographic knowledge of the City 32 of Everett. 4
