• <br /> • <br /> 1 3. Be able to read, speak, and write the English <br /> language; <br /> 2 4. Must be free from any infirmity of the body or mind <br /> 3 which would render the applicant unfit for safe <br /> operation of a motor vehicle, must not be found to be <br /> 4 addicted to the use of intoxicating liquor, dangerous <br /> drugs or narcotics within two years of the date of <br /> 5 application, and shall have submitted to a medical <br /> examination at the applicant's expense by a licensed <br /> 6 physician and filed with the City Clerk a certificate <br /> from said physician certifying his fitness as a <br /> 7 for-hire driver. Such examination shall be required <br /> at least every four (4) years but not for renewals of <br /> 8 such license; provided however, the City Clerk may at <br /> any time at her/his discretion require any licensee <br /> 9 to be so examined and to secure such a certificate or <br /> renewal thereof; Any applicant who fails to pass a <br /> 10 satisfactory medical examination may be re-examined <br /> after thirty days from the date of original <br /> 11 examination, and if following such re-examination the <br /> certificate herein required is issued, the applicant <br /> 12 may be licensed in accordance with the provisions of <br /> this ordinance provided all other requirements are <br /> 13 met; <br /> 14 5. Not have been convicted or forfeited bail to any of <br /> the following when it involves crimes pertaining to <br /> 15 controlled substances, alcohol , prostitution, <br /> gambling, physical violence, or crimes directly <br /> 16 related to the applicant's honesty and integrity <br /> (such as, but not limited to, fraud, larceny, <br /> 17 extortion) or is directly related to the ability or <br /> fitness of the applicant to engage in the operation <br /> 18 of a for-hire vehicle: <br /> 19 a. Felony within ten years preceding date of <br /> application; <br /> 20 b. Gross misdemeanor or misdemeanor within two <br /> 21 years preceding date of application; <br /> 22 c. Criminal traffic within one year preceding date <br /> of application; <br /> 23 <br /> d. Traffic infraction within six months preceding <br /> 24 date of application; <br /> 25 6. Show proof that he is covered by an insurance policy <br /> which meets the minimum requirements as set forth in <br /> 26 this ordinance; and <br /> 27 7. Must successfully complete a written examination <br /> administered at the time of initial application and <br /> 28 at such other times as required by the City Clerk. <br /> The examination will test the applicant's knowledge <br /> 29 of the ordinance requirements dealing with fare <br /> determination, driver-passenger relations, conduct <br /> 30 including the applicant's ability to understand oral <br /> and written directions in the English language, <br /> 31 vehicle safety requirements and driver regulations, <br /> and a satisfactory geographic knowledge of the City <br /> 32 of Everett. <br /> 4 <br />
