1 6. Show proof that he is covered by an insurance policy <br /> which meets the minimum requirements as set forth in <br /> 2 this ordinance; and <br /> 3 7. Must successfully complete a written examination <br /> administered at the time of initial application and <br /> 4 at such other times as required by the City Clerk. <br /> The examination will test the applicant's knowledge <br /> 5 of the ordinance requirements dealing with fare <br /> determination, driver-passenger relations, conduct <br /> 6 including the applicant's ability to understand oral <br /> and written directions in the English language, <br /> 7 vehicle safety requirements and driver regulations, <br /> and a satisfactory geographic knowledge of the City <br /> 8 of Everett. <br /> 9 <br /> Section 3: That Section 23 of Ordinance No. 1400-87 (EMC 5.68.250) <br /> 10 <br /> which reads as follows: <br /> 11 <br /> 12 Section 23: RATES <br /> 13 A. Except for special or contract rates and rates for special <br /> service vehicles, as provided for in this ordinance, it <br /> 14 shall be unlawful for anyone operating a taxicab licensed <br /> by the City of Everett to charge, demand or receive any <br /> 15 greater or lesser rate than the following: <br /> 16 1 . Taxicab <br /> 17 a. To be determined by the taximeter: <br /> 18 (1 ) Upon activation of the taximeter, one <br /> dollar and fifty cents; <br /> 19 <br /> (2) For each succeeding one-fifth mile or <br /> 20 fraction thereof, twenty-five cents; <br /> 21 (3) For each additional person for the whole <br /> journey, fifty cents; <br /> 22 <br /> (4) For each minute of waiting time or <br /> 23 fraction thereof, twenty-five cents. <br /> ($15.00/hr) <br /> 24 <br /> b . Waiting time shall include the time when the <br /> 25 taxicab is not in motion, beginning with the <br /> arrival at the place to which it has been <br /> 26 called, or the time consumed while standing at <br /> the directive of the passenger. No charge <br /> 27 shall be made for time lost for inefficiency of <br /> the taxicab or its operator or time consumed by <br /> 28 premature response to a call . The above <br /> 29 charges shall be for one person. <br /> c. Limitation on wait time charges - The charge <br /> 30 for waiting time on a taximeter shall not be <br /> utilized when the taxicab is traveling in <br /> 31 excess of fifteen (15) miles per hour. <br /> 32 <br /> 6 <br />
