1 d. The charges herein set forth shall be binding <br /> upon the owners and drivers of such taxicabs <br /> 2 and any collection of fares in excess of said <br /> rates shall be deemed to be a violation of this <br /> 3 ordinance. <br /> 4 B. Special Service Vehicles <br /> 5 1 . As a requirement of licensing, a schedule of rates to <br /> be charged by the applicant for a special service <br /> 6 vehicle shall be established by the applicant and <br /> filed with the City Clerk. <br /> 7 <br /> 2. Before putting into effect changed rates a licensee <br /> 8 must file the new schedule with the City Clerk at <br /> least fifteen (15) days in advance. If the new rate <br /> 9 requires adjustment of the taximeter, the licensee <br /> may not use the new rate until the adjustment has <br /> 10 been made and the meter resealed by the City of <br /> Everett Weights and Measures Director. The licensee <br /> 11 must withdraw any advertisement of the previous rates <br /> before using new rates. The licensee must post the <br /> 12 new rate schedule in compliance with the requirements <br /> of this ordinance. Rates may be changed by filing a <br /> 13 new rate schedule with the City Clerk not more than <br /> two times during the license year and not sooner than <br /> 14 three (3) months after the most recent previous rate <br /> change. <br /> 15 <br /> 3. No person owning, operating or controlling any <br /> 16 special service vehicle shall charge a rate different <br /> than the rate filed with the City Clerk. <br /> 17 <br /> C. If demanded by the passenger, the driver in charge of a <br /> 18 for-hire vehicle shall deliver to the person paying for the <br /> hiring of same at the time of such payment a receipt <br /> 19 therefor, in legible type of writing containing the name of <br /> the owner or cab name, or the City indicia number, the <br /> 20 driver's name and for-hire license number, and any items <br /> for which a charge is made, the total amount paid, and the <br /> 21 date of the payment. <br /> 22 D. With the exception of subsection B of this section which <br /> authorizes special service vehicle licensees to establish <br /> 23 their own rates, the other rates provided for in this <br /> section may only be changed by amendments to this ordinance <br /> 24 adopted by the City Council . <br /> 25 E. Rates must be established for: <br /> 26 1 . Initial drop on all trips including the first <br /> one-fifth of a mile of travel ; and <br /> 27 <br /> 2. Distance based on uniform increments of one-fifth of <br /> 28 a mile. <br /> 29 F. Discount Rates - All discounts on fares must be filed with <br /> the City Clerk setting forth the conditions that must be <br /> 30 met to qualify for the discount. All discounts must be <br /> expressed as a percentage discount of the filed rate. <br /> 31 <br /> 32 <br /> 7 <br />
