A major part of this new transit investment would be a high capacity transit system <br /> (either rail or busway) that would link each center(except Bremerton). <br /> C. Snohomish County Tomorrow - Countywide Planning Policies <br /> In Snohomish County, the first step in coordinated planning efforts called for by the GMA <br /> actually began in 1989, before the passage of the State law. Cities, towns, tribes and the county <br /> joined together as Snohomish County Tomorrow to begin development of goals and policies to <br /> address the many issues related to growth in the future. The Growth Management Act requires <br /> that counties adopt countywide planning policies to provide a framework for cities and counties <br /> to develop comprehensive plans. The purpose of the policies is to express a regional vision and <br /> help measure consistency of local plans. Snohomish County Tomorrow steering committee <br /> decided to use the Snohomish County Tomorrow goals as the basis for the countywide policies. <br /> In 1993, Snohomish County Tomorrow recommended adoption, and the Snohomish County <br /> Council adopted countywide policies for: <br /> • Implementing Urban Growth Areas, <br /> • Promotion of Contiguous and Orderly Development and Provisions of Services, <br /> • Joint County and City Planning Within Urban Growth Areas, <br /> • Rural Land Use, <br /> • Housing, <br /> • Siting of Public Capital Facilities of a Countywide or Statewide Nature, <br /> • Economic Development and Employment, and <br /> • Transportation. <br /> Snohomish County Tomorrow endorsed the PSRC VISION 2020/Destination 2030 Growth and <br /> Transportation Strategy as the basis for the Countywide Planning Policies. The policies have <br /> been amended a number of times since 1993. <br /> D. Everett Visioning Reports <br /> 1. Everett VISION 2000 Goals and Actions. <br /> In 1991, a group of citizens appointed by Mayor Pete Kinch developed a series of goals and <br /> recommended actions embodied in a "shared vision" of Everett's future. The topics discussed in <br /> the Everett VISION 2000 document include: <br /> • Home and Neighborhood <br /> • Economy and Prosperity <br /> • Environment and Nature <br /> • Leisure Time, Traditions and the Arts <br /> • Civic Life, Learning and Public Services <br /> • Transportation and Infrastructure <br /> The City Council accepted the Everett Vision 2000 report as a policy guide to be used in the <br /> development of the city's comprehensive plan. <br /> 2.
