All of the Alternative Growth <br /> Scenarios for the Comprehensive Plan would have allowed for significant growth within the <br /> Everett Planning Area. The Planning Commission and City Council selected Alternative 2. The Board ordered <br /> the City to quantify the holding capacity within the city limits and reconcile the entire planning <br /> area target population for 2025 with Snohomish County, or take other legislative action to <br /> increase density in order to accommodate the projected 2025 growth. <br /> Snohomish County approved their 10-Year Comprehensive Plan Update in December 2005. The <br /> Plan included higher targets for population and employment within the unincorporated portion of <br /> Everett's planning area than did Everett's plan. Countywide Planning Policy UG-2 requires that <br /> a target reconciliation process be undertaken after all the Snohomish County jurisdictions <br /> complete their Comprehensive Plan updates. In December 2006 Snohomish County Council <br /> completed step 4 of the target reconciliation process by updating Appendix B of the Countywide <br /> Planning Policies to incorporate the new targets. The adopted targets for Everett's <br /> unincorporated planning area were the same as the targets in Snohomish County's 10-Year <br /> Comprehensive Plan Update. The adopted targets for the Everett City limits were the same as <br /> the targets adopted in Everett's 10-Year Update. <br /> The City completed the capacity analysis for Everett's city limits and determined that more than <br /> sufficient capacity exists to accommodate Everett's adopted targets. (This information is <br /> available for review in the City of Everett Planning and Community Development Department.) <br /> In March 2007, Everett amended this Comprehensive Plan to incorporate the new targets for the <br /> unincorporated planning area consistent with the targets adopted by Snohomish County. <br /> 2 The audit target for the alternative was 181,270,but County land use changes did not result in the expected <br /> increase. <br /> INTRODUCTION 14 <br />
