Existing Conditions <br /> This section summarizes the "existing conditions" for demographics, employment, land use, and <br /> the holding capacity of the Everett Planning Area for both population and employment. <br /> 1. Land Use Inventory: <br /> One of the first parts of any comprehensive land use planning effort involves an inventory of <br /> existing land uses, zoning and vacant lands. Description of Existing Conditions of Various Land Use Categories <br /> The following section is organized as a description of the existing land use inventory and a <br /> discussion of several issues related to each type of land use category faced by Everett in <br /> evaluating its land use element. The Growth Management Act requires that the land use element <br /> address the general distribution and extent of the following land uses: <br /> a. Agriculture: Presently there are 1,337 acres of land zoned for agriculture in Everett. The <br /> City of Everett-owned water pollution control facility and surround land comprises 490 of those <br /> acres. The Everett Planning Area includes an additional 17.6 acres of agricultural land that is <br /> proposed to be annexed to Everett. While some areas in Everett zoned for agriculture are not <br /> suited for such uses, all of the prime agricultural land in Everett is located within the flood way <br /> or flood fringe of the Snohomish River. These lands are not urban in character and are well <br /> suited to farming, and will not be designated for urban land uses. However, the City may wish to <br /> consider lands in these agricultural areas for future compatible land uses, such as recreation, <br /> conservation of wetlands and wildlife habitat, and tidal restoration. The Shoreline Master <br /> Program requires that a subarea plan be prepared for the Marshland agricultural area located <br /> LAND USE ELEMENT 5 <br />
