EXHIBIT A <br /> SCOPE OF SERVICES <br /> Background <br /> 1. The City of Everett, Washington (City) has selected HDR to provide engineering analysis, <br /> design, and permitting assistance for expanding the Final Effluent North (FEN) pump station <br /> capacity at the Water Pollution Control Facility (WPCF), as well as replacing the chlorination <br /> facilities. The FEN pumping system is an integrated process that combines open channel <br /> hydraulics, chlorination, dechlorination, effluent pumping, and discharge. All components of the <br /> system must work together to produce a fully treated effluent at the desired flow rate. <br /> 2. The current FEN pump station was designed to provide a flow rate of 60 MGD, however, it <br /> has historically only been able to produce up to approximately 40 MGD. HDR's project will <br /> begin with an investigation of the system hydraulics and computational fluid dynamic modeling <br /> to determine the hydraulic constraints of the system. <br /> 3. Following the investigation phase, the basis of design will be established and the project will <br /> move into design, permitting, and construction services. <br /> 4. In addition to investigating the FEN pumping station and hydraulics, a new chlorination <br /> building is needed. The existing chlorination building is a wood pile supported facility that is <br /> experiencing subsidence. A new pile-supported building is planned. The current scope <br /> includes a conceptual layout and review of chlorination at the WPCF FEN. <br /> 5. To complete the project requirements, the HDR Team will provide the full range of services <br /> needed, including geotechnical and surveying support(subconsultants), permit acquisition, <br /> environmental documentation, architectural, and civil, structural, mechanical, electrical, and l&C <br /> engineering. <br /> Scope of Services <br /> Task 100 — Project Management <br /> Objectives <br /> Monitor, control and adjust scope, schedule, and budget as well as provide monthly status <br /> reporting, accounting, and invoicing. <br /> MDR Services <br /> 1. Prepare a Project Management Plan (Project Guide) outlining the project scope, team <br /> organization, schedule, and communications information. <br /> 2. Coordinate and manage the project team. <br /> 3. Subcontract with and manage project subconsultants. <br /> 4. Frepare monthly status reports describing the following: <br /> a) Servlces completed during the month <br /> ,.�.ct 11 �� <br />
