I <br /> .. <br /> elP416/ <br /> .7 J <br /> CITY OF EVERETT <br /> ORDINANCE NO. 2990-07 <br /> An Ordinance Amending Section 36 of Ordinance No. 1671-89, as amended,pertaining <br /> to the Sign Regulations of the Zoning Code (EMC Chapter 19.36) <br /> WHEREAS, the City Council finds the following: <br /> 1. The regulations for on-premise signs are codified in the Zoning Code (EMC <br /> Chapter 19.36); and <br /> 2. It is necessary from time to time to consider amendments to the regulations of the <br /> Zoning Code to improve the administration and enforcement of zoning <br /> regulations; and <br /> 3. The City Council initiated amendments to specific sign regulations and asked that <br /> City staff and the Planning Commission review amendments pertaining to <br /> prohibited signs, temporary signs, and portable signs; and <br /> 4. The City issued a Mitigated Determination of Non-Significance under SEPA <br /> addressing the impacts of the proposed changes to sign regulations; and <br /> 5. The Planning Commission held a public hearing on April 3, 2007, to consider <br /> amendments to EMC Chapter 19.36 (Signs), and recommends that the City <br /> Council approve amendments pertaining to the definition of"sign," and <br /> regulations for prohibited signs, portable signs and temporary signs; and <br /> 6. The proposed amendments are consistent with the applicable policies of the <br /> Everett Growth Management Comprehensive Plan; bear a substantial relation to <br /> the public health, safety and welfare; and promote the best long-term interests of <br /> the Everett community. <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Section 4.020 of Ordinance No. 1671-89, as amended (EMC 19.04.020), <br /> definition of"sign," which currently reads as follows: <br /> "Sign" means any device, structure, fixture, placard, painted surface, awning, <br /> banner or balloon using graphics, lights, symbols and/or written copy designed <br />
