specifically for the purpose of advertising, identifying or promoting the interest
<br /> of any person, institution, business, event, product, goods or services; provided
<br /> that the same is visible from any street, way, sidewalk, or parking area open to the
<br /> public.
<br /> is hereby amended to read as follows:
<br /> "Sign" means any device, structure, fixture, placard, painted surface, awning,
<br /> banner or balloon using graphics, lights, symbols and/or written copy designed
<br /> used or displayed for the purpose of advertising, identifying, attracting attention
<br /> to, or promoting the interest of any person, institution, business, event, product,
<br /> goods or services; provided that the same is visible from a street, way, sidewalk,
<br /> or parking area open to the public.
<br /> Section 2. Section 36.030 of Ordinance No. 1671-89, as amended by Section 2 of
<br /> Ordinance No. 2076-95 (EMC 19.36.030), which currently reads as follows:
<br /> Prohibited Signs. The following signs are prohibited:
<br /> A. Signs or sign structures which by coloring, shape, working or location
<br /> resemble or conflict with traffic control signs or devices;
<br /> B. Signs that create a safety hazard for pedestrian or vehicular traffic, as
<br /> determined by the traffic engineer or building official;
<br /> C. Revolving signs, flashing, signs and swinging projecting signs;
<br /> D. Portable signs exceeding eight square feet per side;
<br /> E. Signs attached to trees, utility poles, street lights, or any public property
<br /> without permission of the government agency owning the same;
<br /> F. Signs placed on vehicles or trailers which are parked or located for the primary
<br /> purpose of displaying said sign. See RCW 46.90.436. (This does not apply to
<br /> signs or lettering on buses, taxis or vehicles operating during the normal course of
<br /> business, or vehicles which are advertising themselves for sale.) For an exception
<br /> to this prohibition, see subsection 36.150E;
<br /> G. Displays of banners, clusters of flags, posters, pennants, ribbons, streamers,
<br /> strings of lights, spinners, twirlers or propellers, flashing, rotating or blinking
<br /> lights, flares, balloons or inflated signs over twenty-four inches in diameter, and
<br /> similar devices of a carnival nature; provided, that certain signs and devices of
<br /> this nature are permitted on a limited basis pursuant to Section 36.150;
<br /> H. Searchlights and beacons, except as permitted for special events pursuant to
<br /> Section 36.150;
