to exceed thirty continuous days to announce the opening of a completely new enterprise <br /> or the opening of an enterprise under new management. All such signs and materials shall <br /> be located on the premises being advertised, and shall be completely removed <br /> immediately upon expiration of said thirty-day period. Any portable sign used shall <br /> comply with Section 36.140 of this chapter. <br /> C. Special Sales and Events. Temporary signs, posters and banners advertising special <br /> retail sales in business and commercial zones shall be located on the premises being <br /> advertised and shall be removed immediately at the end of the sale. Strings of lights, <br /> clusters of flags, blinking lights, balloons, searchlights and beacons are permitted for a <br /> period not to exceed twenty days per calendar year to announce a sale or special event in <br /> any business or commercial zone. Use of blinking or fluttering lights shall be permitted <br /> only during business hours. All such advertising material shall be located on the premises <br /> being advertised and shall be removed immediately upon expiration of said twenty-day <br /> period. Any portable sign used shall comply with Section 36.140 of this chapter. <br /> D. Quitting Business Sales. Temporary signs, posters and banners are permitted for a <br /> period of ninety continuous days for the purpose of advertising quitting business sales, <br /> liquidation sales or other events of a similar nature. All such signs shall be located on the <br /> premises being advertised and shall be removed immediately upon expiration of the <br /> ninety-day period, or conclusion of the sale, whichever occurs first. Any portable sign <br /> used shall comply with Section 36.140 of this chapter. <br /> E. Special Event Signs on Vehicles. Special event signs which are mounted on vehicles <br /> are permitted for a period of not more than five days and shall not exceed one hundred <br /> twenty square feet in area. No business shall be permitted to have such special event <br /> signs more than twice a calendar year. (Ord. 1671-89 (part), 1989.) <br /> is hereby amended to read as follows: <br /> Temporary and special event signs. <br /> A. Construction Signs. Construction signs identify the architects, engineers, contractors <br /> or other individuals or firm involved with the construction of a building and announce the <br /> character of the building or the purpose for which the building is intended. Such signs <br /> may be displayed only during the period of construction on the construction site. Only <br /> one such sign is permitted per street frontage. No construction sign shall exceed thirty- <br /> two square feet per face or twelve feet in height, nor shall it be located closer than ten <br /> feet from an interior property line. Construction signs shall be removed by the date of <br /> first occupancy of the premises, or upon expiration of the building permit, whichever first <br /> occurs. <br /> B. Sales or Special Events. Temporary signs, posters, and banners are permitted to <br /> announce any of the sales or special events are permitted. Signs mounted on vehicles <br /> ,use of blinking lights, searchlights, beacons, balloons, strings of lights, spinners, or other <br /> animated or moving devices used to call attraction to a business shall be prohibited. Any <br />
