October 21, 2017 <br /> The Everett City Council Retreat was called to order at 8:00 a.m., <br /> Saturday, October 21, 2017, in the City Council Chambers of the <br /> William E. Moore Historic City Hall. Council Members Roberts, Moore, <br /> Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Facilitator <br /> Margaret Norton-Arnold was also present. <br /> WELCOME AND INTRODUCTIONS <br /> President Tuohy welcomed everyone. She thanked Debra Bryant, <br /> Administration, and City staff for assembling the information for today's <br /> topics and council members for their willingness to meet on a Saturday to <br /> join in on this conversation. President Tuohy introduced Margaret Norton- <br /> Arnold and thanked her for facilitating today's discussion. <br /> ENVISIONEVERETT 2037 <br /> Paul Kaftanski, Administration, presented a status report that lists <br /> completed work activities identified by department directors, or activities <br /> that are currently underway or scheduled, that relate to the <br /> recommendations that were presented to Council following the completion <br /> of the EnvisionEverett 2037 report. <br /> Council Member Roberts recommended the Council take action in the <br /> form of a resolution to adopt the Envision Everett 2037 report. <br /> President Tuohy stated she would bring a resolution forward. <br /> Council Member Moore recommended the Council develop a process to <br /> first consider priorities and to embark on a second phase next spring to <br /> engage the community in a substantive review to determine what <br /> additional resources may be required. <br /> Council Member Tuohy turned the meeting over to Margaret Norton- <br /> Arnold. <br /> Facilitator Norton-Arnold stated that when the Council met at the last <br /> retreat in April, some action plans were developed, and as a result, three <br /> 354 <br />
