October 21, 2017 <br /> presentations were developed for today's discussion, which were all topics <br /> related to the EnvisionEverett report and identified as priorities. <br /> EVERETT'S HOUSING STORY <br /> Presented by Planning staff: Allan Giffen, Becky McCrary, and <br /> David Stalheim <br /> Allan Giffen presented information regarding Everett's housing history, <br /> existing policy documents and regional expectations, current <br /> demographics, 2035 Comprehensive Plan production targets, current <br /> housing data, future housing needs, and housing production challenges. <br /> Becky McCrary, Planning, reviewed housing costs in Everett, household <br /> income data and cost burdened households, affordable rental housing and <br /> rent restricted units in Everett, organizations that provide housing for low- <br /> income households, and measures to consider to reduce the housing <br /> burden. <br /> Facilitator Norton-Arnold recapped the discussion, which included the <br /> following ideas about the need for an integrated approach to housing <br /> considerations: <br /> • Need for access to transit with higher densities; transit-oriented <br /> development may reduce parking; access to Paine Field <br /> • Design functions such as land-use structures for walkable <br /> communities, downtown core area, etc. <br /> • Coordinated discussions with Snohomish County and private- <br /> sector and non-profit building contractors; prioritize steps to <br /> reduce housing burden and cost of building <br /> • Consideration of different building materials <br /> • Look at how communities are built; identify what other <br /> communities are doing to attract affordable housing <br /> • Incentivize owner occupancy, i.e., tax breaks, potential multi- <br /> family tax exemption, incentives to encourage acceptance of <br /> Section 8 vouchers, etc. <br /> 355 <br />
