(5) Authorize the closure of various streets (see attached map) on October 21, 2017, from 6 am. to 10 p.m., for the 30th Annual Puget Sound Festival of High School Marching Bands sponsored by the Cascade High School Band & Color Guard Boosters. (6) Authorize the closure of Colby Avenue, between 24th Street and 25th Street, on November 21, 2017, from 4:00 a.m. to 3:30 p.m., for Everett High School's Annual Thanksgiving Food Drive sponsored by the Everett High School Leadership and Volunteers of America. (7) Authorize the closure of Wetmore Avenue between Madison Street and Commercial Avenue on October 31, 2017, from 6 p.m. to 9 p.m., for their Trick or Treat event sponsored by the Madison Community Church. PUBLIC HEARING: (8) Approve the vacation of street aprons along West Marine View Drive south of 12th Street and direct staff to prepare an ordinance subject to the conditions as contained in the staff report. ACTION ITEMS: (9) Authorize the Mayor to sign the Grant Agreement with Snohomish County Human Services in the amount of $23,000 to expand the existing video monitoring system at the Carl Gipson Senior Center. (10) Authorize the Mayor to execute the Interlocal Agreement for Office of Public Defense Indigency Screening and Administrative Services.
