Stay Out of Areas of Prostitution <br /> Declaration of Lieutenant Jim Duffy <br /> December, 2015 <br /> I, James Duffy, certify (or declare) under penalty of perjury under the laws of the State of <br /> Washington that the following is true and correct: <br /> 1. I am a Lieutenant with the Everett Police Department, and have been assigned as the <br /> Lieutenant of the Special Investigations section of the Investigations Division since <br /> April 2010. <br /> 2. I have been a police officer with the Everett Police Department since June 30, 1985. <br /> During my service in Everett I have worked as a patrol officer for 10 years, including <br /> 7 as a K-9 Officer. I was then assigned as a narcotics detective for 4 years, patrol <br /> sergeant for approximately 1 year and then a sergeant at the Snohomish Regional <br /> Drug Task Force for 5 years. This was followed by another year plus as a patrol and <br /> Pro-Act unit sergeant. In June 2008 I was promoted to Lieutenant and worked as a <br /> nightshift Watch Commander. In April 2010, I was assigned to supervise the Special <br /> Investigations Division, which oversees intelligence, gangs, organized crime, <br /> prostitution, domestic terrorism, digital and computer forensics. <br /> 3. The Special Investigations Division is responsible for investigating crimes that <br /> include prostitution related offenses in the City of Everett. I have been involved in the <br /> arrests of prostitutes and individuals who were attempting to engage the services of <br /> prostitutes during my assignment in Special Investigations. During this assignment I <br /> have become educated and extremely familiar with the behavior and trafficking <br /> patterns of people who would engage in acts of prostitution. <br /> 4. During my assignment in the Special Investigations section, I have been made aware <br /> of prostitution related activity through a variety of sources, which include reports <br /> from patrol officers and supervisors, referrals from the Everett Police Department <br /> community web page, command-level personnel, as well as direct contact and <br /> complaints from citizens and business owners in the community. <br /> 5. During my tenure in Special Investigations I have participated in numerous planned <br /> operations to contact subjects who were seeking to engage the services of a prostitute <br /> ("John Stings") as well as numerous operations to contact and arrest working <br /> prostitutes in various locales within the city of Everett. I also participated in these <br /> types of operations during my assignments to patrol and the Pro-Act Unit. <br /> 6. I have reviewed all of the aforementioned available data and also consulted with <br /> other members of the Special Investigations Unit, whose responsibilities include <br />
