prostitution related activities. I have also reviewed the dispatch and investigative data, <br /> dating back to January of 2014. Based upon that information from all of the sources <br /> cited for this declaration, it is clear that the entire length of Rucker/Evergreen Way, <br /> from the 4000 block south to the city limits, and the entire area on Broadway <br /> extending from the 1100 block to 41St Street, remain the two most active areas in the <br /> city for Prostitution activity. <br /> 7. Prostitution related activity and complaints have continued in the following areas, <br /> which were added to the SOAP exclusion area in 2013; I feel it necessary to continue <br /> inclusion of the two following geographical areas; <br /> 1) North of 4700 Evergreen Way to include Rucker Ave. from the 4000 blk., south <br /> to 4700 Evergreen Way. <br /> 2) 1600 SE Everett Mall Way to the intersection of Evergreen Way and two blocks <br /> each side of Everett Mall Way. <br /> 3) The areas two blocks east and west of these corridors should be inclusive in the <br /> orders. It is common behavior for prostitution related activity to relocate to <br /> nearby locations just off the main corridor where the initial contact was made to <br /> perform their acts. <br /> 8. In 2013, we expanded the SOAP order to include 8000 Broadway, primarily due to <br /> the prostitution related activity associated with a particular barista stand. During the <br /> past two years this area has had no reported complaints or arrests for prostitution. I <br /> would move that this restriction be removed from S.O.A.P. order restrictions. <br /> 9. In reviewing that information it is clear that most arrests for prostitution in the city <br /> are along the Broadway Avenue and Evergreen Way corridors and two blocks east <br /> and west of those streets. It is appropriate to note that the enforcement efforts of the <br /> detectives and supervisors from the Special Investigations section have been focused <br /> on those areas, at least partially due to the citizen complaints to 911 reporting <br /> prostitution, but also as the result of reports from members of the Everett Police <br /> Department, community members and business owners. Time and resources have <br /> also been dedicated to the listed areas. <br /> Attached to my declaration and incorporated herein by this reference, is a description and map of <br /> the areas described above, contained within the city limits of the City of Everett. I am <br /> recommending on behalf of the Everett Police Department to the Everett City Council that the <br /> following areas to be designated as Stay Out of Areas of Prostitution("SOAP") areas, to-wit: <br /> 1. 1100 block to the 4100 block of Broadway Avenue, and two blocks east and west of <br /> this area of Broadway Avenue, and <br /> 2. Rucker Ave./Evergreen Way extending from the 4000 block south to the city limits, <br /> and two blocks east and west of this area of Evergreen Way, and <br /> 3. 1600 SE Everett Mall Way to the intersection of Evergreen Way and two blocks each <br /> side of Everett Mall Way, and <br />
