7. The area from 1000 through 4100 block of Broadway Avenue and two <br /> blocks east and west is a current SODA area and I believe should remain <br /> so for the next two years. This area contains a number of motels, some of <br /> which are popular with drug dealers to sell from. This area also contains a <br /> Safeway Store and McDonald's Restaurant. ACT has made narcotics <br /> arrests in the parking lots of both locations. <br /> 8. The area from 3200 block of Smith Avenue to the 4000 block of Smith <br /> Avenue and two blocks east and west, is a current SODA area. I believe <br /> that the area should increase to include the 3100 block of smith to the <br /> 4000 block of Smith for the next two years. This area contains the Everett <br /> Transit Center, a major transportation hub for the City of Everett and <br /> Snohomish County. The vast majority of citizens who use the Transit <br /> Center are law abiding citizens going to and coming home from work and <br /> other activities. Unfortunately the Transit Center is also where many <br /> narcotics sales take place. The inclusion of the 3100 block will include the <br /> north parking lot of the Transit Center. I have witnessed narcotics activities <br /> in these parking lots. It is not uncommon for drug sales and use to occur in <br /> cars parked in the north parking lot. The 3600 block of Smith has become <br /> an area where a large amount of drugs are sold and consumed. Over the <br /> past several months ACT officers have observed and arrested many <br /> persons in this area for drug sales and use. In the past week we have <br /> arrested 15 persons involved in drug activity. We have recovered a verity <br /> of drugs and drug paraphernalia from those arrests. We have received <br /> numerous complaints about drug activity from the business in the area. <br /> Those complaints include drug activity all the way to the 4000 block of <br /> Smith. The inclusion of the 3100 to 4000 block will also make the area <br /> clear for the individuals that are issued a SODA with more defined <br /> boarders of Pacific to 41St St. <br /> 9. The entire area on Casino Road from Evergreen Way to Airport Road and <br /> two blocks north and south of Casino Road is a current SODA area and I <br /> believe should remain so for the next two years. ACT conducted an <br /> extensive narcotics investigation involving the area of 5th and West <br /> Casino. We have found that drug transactions in this area are very <br /> commonly associated with violent street gangs. There was a murder in the <br /> 1000 block of West Casino where narcotics were involved. We have <br /> conducted interdiction operations in the area of Casino Rd. In one <br /> operation we observed three separate vehicles involved in drug <br /> transaction in a period of 2 hour at the same location on Casino.
