warrants were served on all three vehicles, drugs, drug paraphernalia and <br /> a stolen pistol were recovered. <br /> 10.The area from 1000 block to the 3200 block of Hewitt Avenue and two <br /> blocks north and south of this area is a current SODA area and I believe <br /> should remain so for the next two years. This area contains several bars <br /> and the Everett Events Center. ACT has made arrests for narcotics <br /> related crimes in this area. <br /> 11.The entire area of Evergreen Way from the 4700 block south to the city <br /> limits and two blocks east and west is a current SODA area and I believe <br /> should remain so for the next two years. This area has businesses and <br /> motels which have had narcotics activity take place in them and in the <br /> surrounding area. <br /> 12. The 4000 to 4700 blocks of Rucker Avenue is currently a SODA area. I <br /> believe this area and two blocks east and west should remain a SODA <br /> area. The reason I think this area should remain a SODA area is because <br /> ACT and SRDTF have targeted parking lots in this area due to narcotics <br /> activity. We have conduced narcotics investigations in this area and have <br /> made many arrests. <br /> These are known to me because of my experiences and training as a Police Officer, <br /> Master Patrol Officer and Police Sergeant. <br /> Attached and incorporated by reference to my declaration is a description of the areas <br /> described above, all of which area contained within the city limits of Everett, that I am <br /> recommending on behalf of the Everett Police Department to the Everett City Council to <br /> remain designated as Stay Out of Drug Areas ("SODA") to-wit: <br /> 1. 700 block through 1000 block of North Broadway, and two blocks east and west of <br /> this area of North Broadway Avenue; and <br /> 2. 1000 block through the 4100 block of Broadway Avenue, and two blocks east and <br /> west of this area of Broadway Avenue; and <br /> 3. Evergreen Way extending from the 4700 block to the south city limits; and two blocks <br /> east and west of this area of Evergreen Way; and <br /> 4. West Casino Road extending from Evergreen Way to Airport Road, and two blocks <br /> north and south of this area of West Casino Road; and <br /> 5.
