It shall constitute a parking violation to <br /> interfere with, conceal , obliterate or erase any mark in <br /> 4 violation of this section. <br /> 5 <br /> Section 6: Severability. <br /> 6 Should any section, subsection, paragraph, sentence, clause or phrase <br /> 7 <br /> of this ordinance or its application to any person or situation be declared <br /> 8 <br /> unconstitutional or invalid for any reason, such decision shall not affect <br /> 9 <br /> the validity of the remaining portions of this ordinance or its application <br /> 10 <br /> to any other person or situation. The City Council of the City of Everett <br /> 11 <br /> hereby declares that it would have adopted this ordinance and each section, <br /> 12 <br /> subsection, sentence, clause, phrase or portion thereof irrespective of the <br /> 13 <br /> fact that any one or more sections, subsections, sentences, clauses, phrases <br /> 14 <br /> or portions be declared invalid or unconstitutional . <br /> 15 <br /> Section 7: Third Party Liability. <br /> 16 <br /> It is expressly the purpose of this ordinance to provide for and <br /> 17 <br /> promote the health, safety and welfare of the general public and not to <br /> 18 <br /> create or otherwise establish or designate any particular class or group of <br /> 19 <br /> persons who will or should be especially protected or benefited by the terms <br /> 20 <br /> of this ordinance. <br /> 21 <br /> It is the specific intent of this ordinance that no provisions nor any <br /> 22 <br /> term used in this ordinance is intended to impose any duty whatsoever upon <br /> 23 <br /> the City or any of its officers or employees, for whom the implementation <br /> 24 <br /> and enforcement of this ordinance shall be discretionary and not mandatory. <br /> 25 <br /> Nothing contained in this ordinance is intended nor shall be construed <br /> 26 <br /> to create or form the basis of any liability on the part of the City, or its <br /> 27 <br /> officers, employees or agents, for any injury or damage resulting from any <br /> 28 <br /> 29 <br /> 30 <br /> 31 <br /> 32 <br /> 4 <br />
