• ORDINANCE NO. (6/ .. -S7 ? AN ORDINANCE adopting the 1988 Edition of the Uniform Housing Code and repealing Ordinance Nos. 1247-86 & 1478-88. THE CITY OF EVERETT DOES ORDAIN: Section 1: The Uniform Housing Code, published by the International Conference of Building Officials, being particularly the 1988 Edition thereof and the whole thereof, save and except such portions as are hereinafter deleted, modified or amended are hereby adopted by reference and incorporated herein as fully as if set out at length herein. Section 2: Amendments Made In The Uniform Housing Code. A. Chapter 1, Section 102 of the Uniform Housing Code, 1988 Edition, which reads as follows: Sec. 102. The purpose of this code is to provide minimum standards to safeguard life or limb, health, property and public welfare by regulating and controlling the use and occupancy, location and maintenance of all residential buildings and structures within this jurisdiction. be and the same is hereby amended to read as follows: It is expressly the purpose of this Code to provide for and promote the health, safety and welfare of the general public, and not to create or otherwise establish or designate any particular class or group of persons who will or should be especially protected or benefited by the terms of this Code. It is the specific intent of this Code to place the obligation of complying with its requirements upon any person owning, operating or controlling any building or structure within its scope, and no provision of nor term used in this Code is intended to impose any duty whatsoever upon the City or any of its officers or employees, for whom the implementation or enforcement of this Code shall be discretionary and not mandatory. Nothing contained in this Code is intended to be nor shall be construed to create or form the basis for any liability on the part of the City, or its officers, employees or agents, for any injury or damage resulting from the failure of a building to comply with the provisions of this Code, or by reason or in consequence of any inspection, notice, order, certificate, permission or approval authorized or issued or done in connection with the implementation or enforcement of this Code, or by reason of any action or inaction on the part of the City related in any manner to the enforcement of this Code by its officers, employees or agents.
