the oxidation pond to regulate the flows <br /> between the two recirculation channels; <br /> (3) a 9,500 square foot office building in which <br /> to house the treatment plant's laboratory, <br /> administration and maintenance activities; <br /> (4) a scum-containment baffle installed at the <br /> aerated lagoon's influent point to contain <br /> oils and debris; <br /> (5) additional surface aerators and mooring piles <br /> to enhance the treatment plant's aeration <br /> capacity; <br /> (6) restoration of a presently-disturbed wetlands <br /> area to compensate for the wetlands used in <br /> the construction of the new treatment plant <br /> facilities; <br /> (7) repair of the treatment plant's effluent tide <br /> gate, and installation of an effluent <br /> flowmeter; <br /> (8) installation of fences and gates surrounding <br /> the treatment plant facilities; and <br /> (9) construction of pipelines along the center <br /> dike of the aerated lagoon, as preparatory to <br /> the construction of the treatment plant. <br /> (10) construction of trickling filters, a solids <br /> contact basin, secondary clarifiers and <br /> associated aeration and pumping equipment. <br /> (11) construction of dissolved air flotation <br /> thickeners and other associated solids <br /> handling facilities and equipment including <br /> sludge utilization/disposal site facilities. <br /> (12) construction of site piping, utilities, <br /> landscaping and other associated improvements <br /> needed for a complete operating facility. <br /> The City shall provide all equipment, connections and <br /> appurtenances together with all work as may be <br /> incidental and necessary to complete the Project, which <br /> is further described in the "Engineering Report on <br /> Wastewater Treatment Plant Expansion" by Brown and <br /> Caldwell, Consulting Engineers, dated April 1987 . Said <br /> report is on file in the offices of the City. The <br /> Project facilities shall be integrated into the System <br /> as required to provide a fully operational facility. <br /> The City may make such changes in or additions to the <br /> Project or in the construction or design of other <br /> facilities of the System as may be found necessary or <br /> desirable. Implementation or completion of any <br /> specified improvement shall not be required if the <br /> council determines that, due to substantially changed <br /> circumstances, it has become inadvisable or <br /> impractical. If the Project has either been completed, <br /> or its completion duly provided for, or its completion <br /> found to be impractical, the City may apply the Project <br /> Bond proceeds or any portion thereof to other <br /> improvements to the System, as the Council in its <br /> discretion shall determine. In the event that the <br /> proceeds of sale of the Project Bonds, plus any other <br /> moneys of the City legally available, are insufficient <br /> to accomplish all of the Project provided by this <br /> section, the City shall use the available funds for <br /> paying the cost of those improvements for which the <br /> Bonds were approved deemed by the Council most <br /> necessary and to the best interest of the City. <br />
