The City shall acquire by purchase, lease or <br /> condemnation, all property, both real and personal, or <br /> any interest therein, or rights-of-way and easements <br /> which may be found necessary to acquire, construct and <br /> install the Project. <br /> The estimated cost of this plan of additions and <br /> betterments and all costs incidental thereto, is hereby <br /> declared to be as nearly as practicable the sum of <br /> $30, 000, 000, of which an amount not to exceed <br /> $30, 000, 000 is to be provided out of the proceeds of <br /> the sale of the Project Bonds, and the remainder is to <br /> be provided from expected grants, from payments to be <br /> received from the Mukilteo, Silver Lake, and Alderwood <br /> Water Districts and from other cash now or hereafter on <br /> hand and available therefor. <br /> is hereby amended to read as follows: <br /> Section 3 : Plan of Additions to the System. The <br /> following plan for the acquisition, construction and <br /> installation of additions and betterments to the System <br /> is hereby specified and adopted, to wit: <br /> The City shall acquire, construct, install and equip <br /> capital improvements for the expansion of the City's <br /> secondary sewer treatment plant to improve the <br /> efficiency of the existing lagoon-based treatment <br /> system and shall acquire, construct and equip a <br /> 16, 000, 000-gallon per day mechanical treatment plant <br /> using a trickling filter/solids contact system of <br /> secondary treatment. Said facility and improvements <br /> will require the construction or installation of the <br /> following: <br /> (1) inboard recirculation channels constructed of <br /> concrete within the existing diked area <br /> around the west and east sides of the <br /> existing oxidation pond to more thoroughly <br /> circulate its contents; <br /> (2) a small pump station at the southern end of <br /> the oxidation pond to regulate the flows <br /> between the two recirculation channels; <br /> (3) a 9, 500 square foot office building in which <br /> to house the treatment plant's laboratory, <br /> administration and maintenance activities; <br /> (4) a scum-containment baffle installed at the <br /> aerated lagoon's influent point to contain <br /> oils and debris; <br /> (5) additional surface aerators and mooring piles <br /> to enhance the treatment plant's aeration <br /> capacity; <br /> (6) restoration of a presently-disturbed wetlands <br /> area to compensate for the wetlands used in <br /> the construction of the new treatment plant <br /> facilities; <br /> (7) repair of the treatment plant's effluent tide <br /> gate, and installation of an effluent <br /> flowmeter; <br /> (8) installation of fences and gates surrounding <br /> the treatment plant facilities; <br /> (9) construction of pipelines along the center <br /> dike of the aerated lagoon, as preparatory to <br /> the construction of the treatment plant; <br />
