ORDINANCE NO./(-j 0 6—, <br /> AN ORDINANCE creating a special construction fund entitled <br /> "Sewage Treatment and Collection System Improvements <br /> Construction Fund" , Fund No. 358, authorizing the design and <br /> construction of sewage treatment facilities, interceptors, <br /> pump stations, and gravity sewers, and repealing Ordinance <br /> No. 1458-88 . <br /> WHEREAS, the City Council has recognized the need to improve <br /> the sewer system of the City of Everett by undertaking <br /> improvements to the City's sewage treatment plant as well as the <br /> pump stations, interceptors, and sewer mains in the collection <br /> system; and <br /> WHEREAS, there will be benefits to the health and welfare of <br /> all citizens of the City of Everett and adjacent Sewer Districts <br /> as a result of upgrading the sewage treatment plant and <br /> collection system; and <br /> WHEREAS, the City Council on January 13 , 1988 passed <br /> Ordinance No. 1433-88 authorizing the sale of $41, 750, 000 in <br /> revenue bonds primarily for the construction of wastewater <br /> treatment facilities; and <br /> WHEREAS, the City Council on March 16, 1988 passed Ordinance <br /> No. 1458-88 which created a construction fund to upgrade the <br /> City's wastewater treatment facilities; and <br /> WHEREAS, the State of Washington Department of Ecology has <br /> offered the City grants for 50% of the eligible cost of <br /> constructing portions of the needed facilities: <br /> NOW, THEREFORE BE IT ORDAINED BY THE EVERETT CITY COUNCIL <br /> THAT: <br /> Section 1: A construction fund is hereby established as <br /> Fund No. 358 entitled "Sewage Treatment and Collection <br /> System Improvements Construction Fund" to accomplish the <br /> actions authorized in subsequent sections of this ordinance. <br /> Section 2 : Authorization is hereby granted to the Director <br /> of Public Works to construct sewage system improvements and <br /> to provide for planning, design, construction, and contract <br /> administration necessary to accomplish this task. <br /> The City is authorized to acquire all materials, equipment, <br /> personal and real property interest therein, easements, <br /> franchises, and rights-of-way necessary to carry out the <br /> above-described plans. <br /> The above-described sewer facilities shall be connected one <br /> to the other and to the existing sanitary sewer system of <br /> the City wherever necessary within available funding in <br /> order to make a complete operating utility. Said plans of <br /> improvements are all as more specifically set forth in <br /> preliminary maps and plans therefore now on file with the <br /> City, and such plans shall be subject to such additions or <br /> changes as to details, including pipe size or other changes <br /> not affecting the main general plan, as may be authorized <br />
