<br /> Section 2: That upon annexation of the property herein above set
<br /> forth, said property thereof annexed shall become a part of the City of
<br /> Everett, a municipal corporation, and shall be subject to all of its laws
<br /> and ordinances then and thereafter in force. Upon annexation of the
<br /> above-described property, all of said property shall be assessed and taxed
<br /> I at the same rate on the same basis as other property located within the City
<br /> of Everett is assessed and taxed, to pay for any then outstanding
<br /> indebtedness of the City of Everett contracted prior to or existing at the
