RESOLUTION NO. 7183
<br /> A RESOLUTION setting a public hearing before the City Council on December
<br /> 6, 2017, at 6:30 p.m. to receive comments on the City's intent to establish an
<br /> expanded Business Improvement Area (BIA), provide for the levy of a special
<br /> assessment for three years, approve a three year budget, and to disestablish,
<br /> terminate, and dissolve the current smaller BIA, repealing Ordinance 2842-05.
<br /> Whereas, the City, after a public hearing on June 29, 2005, adopted Ordinance No. 2842-05
<br /> establishing the existing Downtown Business Improvement Area(BIA),replacing a previous 1995
<br /> BIA.The City has previously extended the term of the 2005 BIA four times,by adopting Ordinance
<br /> No. 3075-08, Ordinance No. 3222-11, Ordinance No. 3381-14, and Ordinance No. 3554-17 after
<br /> public hearings; and
<br /> Whereas,businesses and property owners within the BIA have indicated that they value the BIA's
<br /> use of special assessment revenues to fund programs and services, such as security, maintenance,
<br /> and economic development; and
<br /> Whereas,businesses and property owners wish to establish an expanded BIA replacing the current
<br /> smaller BIA, using the same special assessment rate, method of calculating assessments, and
<br /> services as used in Ordinance No. 3554-17; and
<br /> Whereas, the proposed boundary increase causes greater than a 10% change in total assessment
<br /> revenue, and thus the current BIA must be disestablished, terminated, and dissolved to permit
<br /> establishment of the larger BIA replacing it pursuant to Chapter 35.87A RCW; and
<br /> Whereas,the City is willing to initiate and declare its intention to establish the proposed expanded
<br /> BIA, levy special assessments for three years,authorize a three year budget for the expanded BIA,
<br /> and disestablish, terminate, and dissolve the existing smaller BIA, repealing Ordinance 2842-05;
<br /> and
<br /> Whereas,the City will hold a public hearing to receive comments on the same;
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br /> EVERETT:
<br /> Section 1. The City Council will hold a public hearing on the 13th day of December, 2017, at
<br /> 6:30 p.m.,or as soon thereafter as possible, in the City Council Chambers, 3002 Wetmore Avenue,
<br /> in Everett, Washington, to consider establishment of the proposed expanded BIA, levying special
<br /> assessment for three years, to consider approval of a three-year budget for the expanded BIA, as
<br /> more fully specified below in Attachments B and C, and to disestablish the current smaller BIA,
<br /> repealing Ordinance 2842-05.
