Special assessment revenues can only be used for the purposes,programs, and services <br /> described in Section 4 of Ordinance No. 1711-5 4 , as shown in Attachment A. <br /> Section 5. The annual special assessment upon buildings and other real property, and the owners <br /> thereof, within the BIA would be based on land square footage and assessed value, with an <br /> increased total budget for the Downtown BIA. The proposed special assessment rates for 2018- <br /> 2020 are shown in Attachment C. <br /> Section 6. The City Council, at the December 13, 2017, public hearing, will hear all protests and <br /> receive evidence for or against the proposed action and all persons who may desire to object to the <br /> action proposed should do so in writing and file said objection with the Everett City Clerk prior to <br /> December 13, 2017, or shall appear and present their objections at the public hearing. <br /> Section 7. The City Clerk shall give notice of the public hearing by: (1) one publication of the <br /> notice of hearing and copy of this resolution in a newspaper of general circulation in the City; and <br /> (2)mailing a complete copy of this resolution, including a copy of the proposed activities,budget, <br /> and assessment rates for the ensuing fiscal years, to the owners or reputed owners of property in <br /> the BIA whose names appear as the owners on the records of the City Treasurer, at the address for <br /> such owners as shown on the records of the City Treasurer,or at such other address for a particular <br /> owner as such owner may have previously requested in writing, or, if no address is shown there, <br /> to the address shown in the tax records of the Snohomish County Assessor. <br /> Section 8. A copy of the proposed activities, budget, and assessment rates are attached as <br /> Attachments A, B, and C to this resolution. <br /> Section 9. The City Clerk is authorized to make necessary corrections to this resolution including, <br /> but not limited to, the correction of scrivener's/clerical errors, references, numbering, <br /> section/subsection numbers, and any references thereto. <br /> Page 3 of 8 <br />
