November 15, 2017 <br /> Jim Iles, City Attorney, recommended that Mr. Renfro obtain an attorney, <br /> and he has until December 15 to turn in new paperwork to the City <br /> Attorney's Office. <br /> Sharita Burton, Everett, spoke about changing the narrative about the city <br /> of Everett. She also thanked Everett Police Department members. <br /> COUNCIL BREIFING AGENDA: <br /> Bid Call 2017-034 for Everett Channel Broadcast System Upgrades <br /> and Expansion <br /> Presented by Meghan Pembroke, Communications <br /> Discussion ensued regarding mobile equipment, the budget and fund for <br /> the system, and ADA compliance. Council requested to see a draft of the <br /> Request for Proposal. <br /> COUNCIL BILL 1711-54 <br /> FIRST READING: <br /> AN ORDINANCE establishing a Downtown Business Improvement <br /> Area (BIA); providing for the levy of a special assessment upon real <br /> property (and the owners thereof) within the area; the deposit of <br /> revenues in a special account and expenditures therefrom; providing <br /> for an implementing agreement with a downtown Everett property <br /> owners association or similar organization and repealing Ordinance <br /> 2842-05 <br /> Presented by Lanie McMullin, Economic Development, <br /> and Brian Douglass Scott, BDS Planning and Urban <br /> Design <br /> Considerable discussion took place regarding County property and <br /> participation, maintenance of properties and costs associated, including <br /> assessing the costs based on square footage, the BIA and non-profits, and <br /> repercussion for non-payment. <br /> Alan Dorway, Everett, spoke in opposition to the BIA expansion. <br /> 395 <br />
